LAW ENFORCEMENT MEETING

10 March 2015

            The Waupaca County Law Enforcement Committee was called to order at 9:00 a.m. by Chairman Jonely. Members present: Supervisors Craig, Handrich, Johnson, and Wilfuer.  Others present: Sheriff Hardel, Chief Deputy Kraeger, Captain Wilz, Captain Rasmussen, Captain Wogsland and Lt. Russell.

Chairman Jonely gave the opening meeting statement that this meeting and all other meetings of this Committee are open to the public. Proper notice has been posted and given to the press in accordance with Wisconsin Statutes so that the citizenry may be aware of the time, place and agenda of this meeting.

            Motion by Supervisor Craig, seconded by Supervisor Wilfuer to approve the minutes of the February 10, 2015 and January 13, 2015 meeting (amended) of the Law Enforcement Committee with the amendment to include a list of the approved dance hall permits.  Motion carried without a negative vote.

            Motion by Supervisor Wilfuer, seconded by Supervisor Handrich to approve the agenda. Motion carried without a negative vote.

            Motion by Supervisor Craig, seconded by Supervisor Johnson to approve the bills as presented.  Motion carried without a negative vote.  

            Captain Wilz reported for the Communication Center that Alex Krueger is in the 3rd phase of his training and doing well.  Dispatcher Greta Olson introduced new Dispatcher Amanda Zastrow.  The updated computer and integration with the phone system should be completed soon. 

            Captain Wogsland said Aaron Garcelon will be starting on March 13 and Darin Babcock will start on March 23.  Our current medical contract is with TCH.  Captain Wogsland has met with HCH and looking at contracting with them.  They provide the same services with more hours for mental health and at a reduced rate.  Marathon County had called and asked if we had space for some of their inmates, which we do not at this time.  A video was shown to the committee of an incident this past weekend involving an angry inmate and the officers it involved to handle it.  The inmate eventually calmed down and was moved to intake in a restraint chair. 

Captain Wogsland informed the Committee that Human Resources has done a comparison with 11 other counties regarding wages for corrections officers.  Waupaca County is 3rd from the bottom for hiring rates.  Human Resources will be discussing a possible grade level increase at their meeting on March 12.  A motion was made by Supervisor Craig, seconded by Supervisor Handrich that the committee endorses such a move.  Motion carried without a negative vote.

            Sheriff Hardel reported for the Detective Division that they have put in a considerable amount of time assisting Fremont Police Department in the homicide last week.      

            Captain Rasmussen reported on Patrol division statistics. Supervisor Johnson moved, Supervisor Wilfuer second to approve the report. Motion carried without a negative vote.  The patrol report was placed on file.  The three new patrol officers were done with training on March 1 and are doing very well.    

            Sheriff’s Office report was presented by Chief Deputy Kraeger.  Motion to approve the report by Supervisor Handrich, second by Supervisor Johnson.  Motion carried without a negative vote.  The sheriff’s report was placed on file.

            Sheriff Hardel reported on the fatal this past Friday where a 3-year-old died.  He was belted in, but was not in a car seat.  The State DOT will be putting a barrier on Hwy 10 between Apple Tree Lane and Reek Road.  A pressure strip will be placed on Vaughn Road to alert traffic on Hwy 10 of a vehicle intending to turn onto Hwy 10.  The interview recording system in the detective area is not working properly.  Price quotes will be obtained to replace the unit.  Supervisor Wilfuer asked about the recent incident with a student at the Waupaca High School that had a gun.  Sheriff Hardel said that the incident was handled by the school liaison officer and we transported the juvenile.    

Supervisor Craig moved, second by Supervisor Handrich to adjourn at 10:15 a.m.  Motion carried.
