LAW ENFORCEMENT MEETING

10 February 2015

            The Waupaca County Law Enforcement Committee was called to order at 9:00 a.m. by Chairman Jonely. Members present: Supervisors Craig, Handrich, Johnson, and Wilfuer.  Others present: Sheriff Hardel, Chief Deputy Kraeger, Captain Conat, Captain Wilz, Captain Rasmussen, Captain Wogsland and Lt. Russell.

Chairman Jonely gave the opening meeting statement that this meeting and all other meetings of this Committee are open to the public. Proper notice has been posted and given to the press in accordance with Wisconsin Statutes so that the citizenry may be aware of the time, place and agenda of this meeting.

            Motion by Supervisor Craig, seconded by Supervisor Johnson to approve the minutes of the January 13, 2015 meeting of the Law Enforcement Committee with the amendment to include a list of the approved dance hall permits.  Motion carried without a negative vote.

            Motion by Supervisor Craig, seconded by Supervisor Handrich to approve the agenda. Motion carried without a negative vote.

            Motion by Supervisor Johnson, seconded by Supervisor Wilfuer to approve the bills as presented.  Motion carried without a negative vote.  

            Captain Wilz reported for the Communication Center that Amanda Jackson should be starting in early March.  This will leave one vacancy to be filled in the fall.

            Captain Wogsland reported that a price quote will be obtained for the installation of three additional cameras.  One will be placed in intake and two in the kitchen.  Three corrections officers are currently testing radios using a microphone in the ear.  This prevents inmates from hearing communication between officers.  New Corrections Officer Graham Barden introduced himself to the committee.

            Captain Conat reported that we have asked District Attorney John Snider for a John Doe hearing on the Wally World shooting.  DA Snider will look into this.  Captain Conat reported on the three armed robberies that occurred in a short time span.  One was against a man pumping gas at the Truck Stop, the second at Northport Motors and the third in the convenience store at the Truck Stop.  These all occurred in a little over a 24-hour time span.    

            Captain Rasmussen reported on Patrol division statistics. Supervisor Johnson moved, Supervisor Handrich second to approve the report. Motion carried without a negative vote.  The patrol report was placed on file.  New patrol officers Andy Thorpe and Pete Kraeger introduced themselves to the committee.  Captain  Rasmussen commended the five officers that put in a 16-18 hour day during the armed robberies. 

            Sheriff’s Office report was presented by Chief Deputy Kraeger.  Motion to approve the report by Supervisor Handrich, second by Supervisor Wilfuer.  Motion carried without a negative vote.  The sheriff’s report was placed on file.

            Sheriff Hardel said he was very proud of our officers for their performance after the armed robberies.  A motion was made by Supervisor Craig, second by Supervisor Johnson to approve the dance hall permit applications for The Landing Strip Bar and Grill, Boondocks, Indian Crossing Casino and Chain Bar and Grill.  Motion carried without a negative vote.  Sheriff Hardel also reported that the Manawa Annex will need to be updated in the near future.  Radio equipment will be added, which needs a more temperature controlled environment.  There is currently baseboard heat and a window air conditioner. 

Supervisor Wilfuer moved, second by Supervisor Johnson to adjourn at 10:20 a.m.  Motion carried.
