LAW ENFORCEMENT MEETING (AMENDED)

13 January 2015

            The Waupaca County Law Enforcement Committee was called to order at 9:07 a.m. by Chairman Jonely. Members present: Supervisors Craig, Handrich, Johnson, and Wilfuer.  Others present: Sheriff Hardel, Chief Deputy Al Kraeger, Captain Conat, Captain Rasmussen and Captain Wogsland.

Chairman Jonely gave the opening meeting statement that this meeting and all other meetings of this Committee are open to the public. Proper notice has been posted and given to the press in accordance with Wisconsin Statutes so that the citizenry may be aware of the time, place and agenda of this meeting.

            Motion by Supervisor Handrich, seconded by Supervisor Wilfuer to approve the minutes of the December 9, 2014 meeting of the Law Enforcement Committee.  Motion carried without a negative vote.

            Motion by Supervisor Johnson, seconded by Supervisor Craig to approve the agenda. Motion carried without a negative vote.

            Motion by Supervisor Johnson, seconded by Supervisor Handrich to approve the bills as presented.  Motion carried without a negative vote.  

            Chief Deputy Kraeger reported for the Communication Center that Samantha Gerard has completed her training.  There are two positions yet to fill, with background checks being done on two individuals.  Dispatcher Lisa Wheelan introduced new Dispatcher Alex Krueger.

            Captain Wogsland reported that interviews for the next eligibility list will be conducted February 2, 2015.  We are currently down five corrections officers.  Corrections Officer Jason Claussen introduced new Corrections Officer Kim Pribyl.    Graham Barden will be starting at the end of January. A price quote is being obtained for additional cameras in in-take and in the kitchen.

            Captain Conat reported that New London Police Department has assisted our department with cell phone analysis during November and December of 2014, to help Det. Karski, who has been working full time on the Wally World shooting.  The death of a 51 year-old female from this past weekend is awaiting autopsy results for cause of death.    

            Cpt. Rasmussen reported on Patrol division statistics. Supervisor Handrich moved, Supervisor Wilfuer second to approve the report. Motion carried without a negative vote.  The patrol report was placed on file.  With a total of only two fatalities in 2014, Waupaca County had their first fatal on 01/09/15.  Captain Rasmussen reported on an animal search warrant conducted a couple of weeks ago and that charges have been referred for animal neglect.  Two new patrol officers have joined the department.  They are Andy Thorpe and Pete Kraeger.  A map of the county was on display which mapped all the accidents from 2014.    

            Sheriff’s Office report was presented by Chief Deputy Al Kraeger.  Motion to approve the report by Supervisor Johnson, second by Supervisor Jonely.  Motion carried without a negative vote.  The sheriff’s report was placed on file.

            Sheriff Hardel distributed new deputy cards to committee members, as the Sheriff’s new term began on 01/01/15.  The snowmobile patrol is ready to go whenever the trails may open.  A motion was made by Supervisor Craig, second by Supervisor Johnson to approve submitted dance hall permit applications(***).  Motion carried without a negative vote.

Supervisor Craig moved, second by Supervisor Handrich to adjourn at 10:35 a.m.  Motion carried.

***The above minutes were amended at the 02/10/15 meeting to include the names of approved dance hall permits.  They were:  Wolf River Trips & Campground, Symco Thresheree Grounds, Cedar Springs, Shamrock Heights, Clear Water Harbor, Bear Lake Resort, Huckleberry Acres Campground, Farmer Gene’s Campground, Bean City and Phil’s Still.
