LAW ENFORCEMENT MEETING

4 November 2014  

            The Waupaca County Law Enforcement Committee was called to order at 9:03 a.m. by Chairman Jonely. Members present: Supervisors Craig, Handrich, Johnson, and Wilfuer.  Others present: Sheriff Hardel, Chief Deputy Al Kraeger, Captains Rasmussen, Wilz, and Wogsland. 

Chairman Jonely gave the opening meeting statement that this meeting and all other meetings of this Committee are open to the public. Proper notice has been posted and given to the press in accordance with Wisconsin Statutes so that the citizenry may be aware of the time, place and agenda of this meeting.

            Motion by Supervisor Craig, seconded by Supervisor Wilfuer to approve the minutes of the October 7, 2014 meeting of the Law Enforcement Committee.  Motion carried without a negative vote.

            Motion by Supervisor Handrich, seconded by Supervisor Johnson to approve the agenda. Motion carried without a negative vote.

            Motion by Supervisor Craig, seconded by Supervisor Johnson to approve the bills as presented.  Motion carried without a negative vote. Committee members were introduced to new Corrections Officer Adam Lange, who started the end of October.

            Cpt. Wilz reported from the Communication Center that Connie Freeman has resigned.     Supervisor Craig asked about overtime when short of dispatchers and Captain Wilz said there is as little as possible.  The struggles between Shortel and ModuComm continue.  Yearly evaluations of staff are being completed.  There is a training for all dispatchers scheduled for two hours on November 6. 

            Cpt. Wogsland reported that with Sara Besel moving to patrol, they are one short in the jail.   A tinted film was put on the Nurse’s office window and part of Master Control.   

            Chief Deputy reported for Cpt. Conat on the three drug busts within the last week in the county.  Detectives have been very busy with burglaries, sexual assault and child abuse complaints.

            Cpt. Rasmussen reported on Patrol division statistics. Supervisor Johnson moved, Supervisor Wilfuer second to approve the report. Motion carried without a negative vote. New Patrol Officer Sara Besel was introduced.  Two new drug officers will start in January.  Grant money for OWI enforcement and Distracted Driver have been applied for.  The patrol report was placed on file.

            Sheriff’s Office report was presented by Chief Deputy Al Kraeger.  Motion to approve the report by Supervisor Johnson, second by Supervisor Handrich.  Motion carried without a negative vote.  The sheriff’s report was placed on file.

            Sheriff Hardel informed the committee about a new law whereby the Sheriff’s Office is required to store and maintain guns that are court ordered to be surrendered from a TRO hearing.  A safe will be purchased to store these guns.  Supervisor Craig asked if there are numbers kept on heroin deaths and was advised that the coroner keeps these statistics.

Supervisor Craig moved, second by Supervisor Johnson to adjourn at 10:30 a.m.  Motion carried.
