LAW ENFORCEMENT MEETING

9 September 2014  

            The Waupaca County Law Enforcement Committee was called to order at 9:00 a.m. by Chairman Jonely. Members present: Supervisors Craig, Handrich, Johnson, and Wilfuer.  Others present: Sheriff Hardel, Chief Deputy Kraeger, Captains Rasmussen, Wilz, and Wogsland, Sgt. Bytell. Vickie Thoe, Joe Steinhaus. 

Chairman Jonely gave the opening meeting statement that this meeting and all other meetings of this Committee are open to the public. Proper notice has been posted and given to the press in accordance with Wisconsin Statutes so that the citizenry may be aware of the time, place and agenda of this meeting.

            Motion by Supervisor Johnson, seconded by Supervisor Wilfuer to approve the minutes of the August 12, 2014 meeting of the Law Enforcement Committee.  Motion carried without a negative vote.

            Motion by Supervisor Craig, seconded by Supervisor Handrich to approve the agenda. Motion carried without a negative vote.

            Motion by Supervisor Johnson, seconded by Supervisor Handrich to approve the bills as presented.  Motion carried without a negative vote. Committee members were introduced to Sgt. Russ Bytell in the Corrections Division and Joe Steinhaus representing Justice Point, the supplier of the drug kit which will be provided to the public for their use along with information providing contact numbers and counseling available.  Sponsors are being found to provide the revenues for the cost of the drug kits. 

            Cpt. Wilz reported in the Communication Center Samantha Gerald is starting and Connie Freeman will also start training.  Two more vacancies are to be filled by December/January to bring the Center to full staffing levels.  Everyone is struggling with the new Citrix virtual computer program from IS.

            Cpt. Wogsland reported  Gregory Dey will start September 17, pending physicals Joseph Christensen and Christopher Roeske will be hired.  Sara Besel moving to the Patrol will be postponed until November1.  Russ Bytell has been promoted to Sgt.  They are finishing final background checks today.  The DOC 350 has been updated.

            The Detective Division is busy with major cases including the hit and run on Collier Road which has been given to the DA.

            Cpt. Rasmussen reported on Patrol division statistics. Supervisor Handrich moved, Supervisor Wilfuer second to approve the report.  Motion carried. 

            Sheriff’s Office report was presented by Chief Deputy Kraeger.  Motion to approve the report by Supervisor Johnson, second by Supervisor Handrich.  Motion carried without a negative vote.

            Sheriff Hardel informed the committee the four Department members including the Sheriff Hardel, Chief Deputy Kraeger, Det. Artz, and Rob Karski travelled to MOCIC for an excellent training conference.  The CIP meeting recommended that the Sheriff lease vehicles be purchased in the next cycles to save money.  TAIT was paid to comply with the CIP bond issue was reported.  For cell phones, the Department is using AT&T.  Supervisor Johnson left the meeting at 9:52 a.m.  

            A dance hall permit was granted to Nature’s Edge, Jody Koscher with a motion by Supervisor Craig, second by Supervisor Wilfuer.  Motion carried without a negative vote.

            Vickie Thoe was introduced to the Committee; she is presently the Supervisor to the Record Clerks and will take on additional duties with the Sheriff, Chief Deputy and Coroner. 

            Supervisor Craig moved, Supervisor Handrich second to adjourn at 10:15 a.m.  Motion carried.
