Waupaca County Land Information Council

Members present: Joe Glodowski, Clyde Tellock, Ian Grasshoff, Mike Mazemke, Terry Murphy, Faye Wilson, Jack Spierings, and Robert Ellis.

 

Members absent: Andrew Carlin

 

Others present:  Eric Halverson, Jason McKeefry, and Mike Zuege

 

Terry Murphy called the meeting to order at 10:20 AM and read the open meetings statement.

 

Review and Accept Agenda

A motion was made by Robert Ellis and seconded by Faye Wilson to approve the agenda.  Motion carried without a negative vote.

 

Approve Minutes

A motion was made by Joe Glodowski and seconded by Clyde Tellock to approve the previous minutes.  Motion carried without a negative vote.

Ortho 2015 – Project Update

Ian Grasshoff explained that Waupaca County will be contracting with Ayres and Associates for the collection of six-inch orthoimagery to be collected in the spring of 2015.  Ian Grasshoff went on to explain that this would be the first time that Waupaca County would have six-inch resolution imagery across the entire county land area.  Ian explained that in the past Waupaca County paid for 12 inch resolution imagery with six-inch resolution over certain areas.  Ian also explained that, because of cost reductions, higher resolution imagery is now affordable.  Ian also explained that he developed an ArcGIS desktop add-in tool that allows users to “Grab Google Aerial” image tile.  Ian said that he set out to develop a tool to gain access to high resolution imagery from Google at no cost.  Ian then went on to say after doing research, it wasn’t legal to download multiple and stitch them together.  He said that he then developed the tool to download one Google aerial image at a time, and not store them permanently.  Ian went on to explain that this is a perfect example as to why Waupaca County still needs to buy its own aerial imagery.

 

Demo – Survey Viewer Mapping Site

Jason McKeefry gave a live demonstration of a free “Survey Viewer” web mapping site that he developed.  Jason explained that he developed the site to make it easy for land surveyors to access survey related document images even if they were out in the field.  Jason said using the site; a land surveyor can view corner ties, plats of survey, and section summary document images.  Ian Grasshoff explained that legally recorded documents like deeds, subdivision plats, and certified survey maps still need to be obtained through the Register of Deeds Office.  Faye Wilson said that this type of site was great for professionals working in the real estate field.

 

Request To Attend Esri User Conference in 2015

Ian Grasshoff requested permission to attend the 2015 Esri User Conference, July 20-24 in San Diego California.  Ian stated that he planned for it in his 2015 Land Information Budget. 

 

A motion was made by Jack Spierings and seconded by Clyde Tellock granting Ian Grasshoff approval to attend the 2015 Esri User Conference. 

 

Review County Ordinance Chapter 15 – Land Records Access

Ian Grasshoff passed out a document to the group that gave an overview of the current County Ordinance Chapter 15 - Land Records Access Ordinance.  Ian explained that ordinance effectively bans the display of property owner names in any of the county’s online web applications.  This would include GIS mapping sites and Real Estate/Property Tax search pages.  Ian also explained this information is public record and anyone can call or come to the courthouse to find out who owns any particular piece of property throughout the County.  Ian explained that this places an undue burden on citizens and County staff and that he thought it would be beneficial to have the ordinance removed.  Discussion ensued but the group largely agreed that the ordinance didn’t make sense any longer.  A motion was made by Robert Ellis and seconded by Mike Mazemke to pass on a recommendation for the removal of County Ordinance Chapter 15 to the Legislative & Judicial, Ethics, Safety & Security Committee.  Motion carried without a negative vote.

 

Request to Purchase GPS Unit

Ian Grasshoff stated that he would like to purchase a Trimble Geo7 series mapping grade GPS unit to replace the current Trimble GeoXH 2005 series.  Ian stated that Trimble was offering a trade-in credit on the current GeoXH 2005 series if we finalized the deal by October of 2014.  Ian also said a budget adjustment would be required to make the purchase.  A motion was made by Faye Wilson and seconded by Jack Spierings to approve the purchase of a Trimble Geo7 series GPS and the trade-in of the current Trimble GeoXH 2005 series GPS.  Motion carried without a negative vote.

 

Review and Approve 2015 Land Information Budget

The Land Information Council reviewed the 2015 Land Information Budget.  A motion was made by Robert Ellis and seconded by Faye Wilson to approve the 2015 Land Information Budget as presented.  Motion carried without a negative vote.

 

Review and Approve 2015 County Surveyor’s Budget

The Land Information Council reviewed the 2015 County Surveyor’s Budget.  A motion was made by Jack Spierings and seconded by Ian Grasshoff to approve the 2015 County Surveyor’s Budget as presented.  Motion carried without a negative vote.

 

 

Adjournment.  A motion was made by Ian Grasshoff and seconded by Clyde Tellock to adjourn at 11:37 am. Motion carried without a negative vote.
