Waupaca County Land Information Council

Location: Courthouse, Lower Level Room 43                     

 

Members present: Joe Glodowski, Clyde Tellock, Ian Grasshoff, Mike Mazemke, Terry Murphy, Faye Wilson, and Robert Ellis.

 

Members absent:  Jack Spierings, Andrew Carlin

 

Others present:  Eric Halverson, Mike Zuege

 

Terry Murphy called the meeting to order at 10:00 AM and read the open meetings statement.

 

Review and Accept Agenda

Ian Grasshoff requested that the agenda item titled “What Is GIS” presentation be removed and replaced with the item called “Tax Database Address Standardization”.  A motion was made by Ian Grasshoff and seconded by Robert Ellis to approve the agenda with the requested modifications.  Motion carried without a negative vote.

 

Approve Minutes

A motion was made by Joe Glodowski and seconded by Ian Grasshoff to approve the previous minutes.  Motion carried without a negative vote.

 

Elect New Chair

A motion was made by Robert Ellis and seconded by Faye Wilson to elect Terry Murphy as the new Chair of the Land Information Council.  Motion carried without a negative vote.

 

“What Is GIS” Presentation

Removed and replaced with “Tax Database Address Standardization”.

 

Tax Database Address Standardization

Ian Grasshoff and Clyde Tellock explained the need to adopt the US Postal Service (USPS) standard for the way addresses are formatted within the county’s tax database and real estate system.  They explained that the current address formatting for database records does not conform to the USPS.  This non-conformity causes issues with mailing, voter registration, and user searches within the system.  Ian Grasshoff explained that he would review the current system and determine what needs to occur in order to adopt the USPS standard.

 

2014 Projects Update

A.   Zoning Site Inspections Web Application: Ian Grasshoff gave a live demonstration of a web application that he developed for the Zoning Department that allows them to view inspection records and maps while in the field.

B.   Crime Map Web Application:  Ian Grasshoff gave a live demonstration of a web application that he developed for the Sheriff’s Department that allows them to view maps of incident locations stored within their records management system (Spillman).

C.   Survey Control Web Application:  This item was tabled because it was still under development

D.   Potential Project – Creation of 4-H Plat Books:  Ian Grasshoff explained a future potential project to generate the maps for the upcoming plat book.  In the past private companies have used the county’s GIS data to create the plat book maps.

 

E.   2015 Aerial Imagery – C. Clintonville:  Ian Grasshoff explained that the City of Clintonville was interested in obtaining cost estimates for collecting three inch aerial imagery in 2015.

 

ROD Update

Mike Mazemke gave the group an update on activities within the Register of Deeds Office.  He stated that things were slow in regards to the number of document recordings.  He also said that they were back to 1935 for document images.  He went on to explain that they were back to 1971 for the Grantor/Grantee tract index for the document images.  Mike also explained that 23%-25% of document recordings are now being done electronically, called “erecroding”.  In closing, Mike talked about a company called National Deed Service that is preying on new property owners by offering to provide them a copy of their deed for a very inflated fee, even though they can obtain a copy from the Register of Deeds for a couple dollars.
