Waupaca County Land Information Council

Members present: Robert Ellis, James Loughrin, Mike Mazemke, Ian Grasshoff, Clyde Tellock, Joe Glodowski, Terry Murphy, Faye Wilson and Andy Carlin

James Loughrin called the meeting to order at 10:02 AM and read the open meetings statement.

 

Review and accept Agenda

A motion was made by Mike Mazemke and seconded by Terry Murphy to approve the agenda.  Motion carried.

 

Approve minutes

A motion was made by Clyde Tellock and seconded by Mike Mazemke to approve the previous minutes.  Motion carried.

 

Esri Special Achievement in GIS Award

Ian Grasshoff shared with the group that the Waupaca County Land Information Office was the recipient of the Esri 2013 Special Achievement in GIS (SAG) award.  James Loughrin thought it would be fitting to share this information with the local paper and the Waupaca County Board of Supervisors.

 

Wisconsin Act 20 – How it affects the Land Information Office

Ian Grasshoff explained that with the passage of Wisconsin Act 20, the Waupaca County Land Information office would be eligible for additional grant funds through the Wisconsin Land Information Program (WLIP).  Ian stated that the Land Information Office would now be eligible for a $1,000 training and education grant instead of a $300 grant.  He also stated that based on current document recordings the Land Information Office would also be eligible for a prorated 2014 base budget grant of $1,369.

 

Wisconsin Regional Ortho Consortium (WROC) 2015 – Update

Mike Zuege of East Central Regional Planning Commission gave a brief overview of the Wisconsin Regional Ortho Consortium (WROC).  He explained that it’s a way for government agencies to pool their funding in order to get the best price when contracting for aerial imagery services.  Mike stated that a team of Ayers Associates and Aero-Metric were once again selected to collect and process WROC aerial imagery in 2015. Ian Grasshoff went on to explain that Waupaca County has participated in the WROC program since its inception.  Ian also stated that he would be sending a “letter of intent” to Ayers and Associates that Waupaca County would once again participate in the 2015 consortium.

 

2013 GIS Projects Update

Ian Grasshoff and Jason McKeefry gave brief status updates of current and ongoing projects for 2013.  See below for a list of projects and their status.

a.       ArcGIS 10.1 upgrade - Complete

b.      Develop a way to completely integrate GPS control data into existing GIS parcel data – In Progress

c.       * New – Local Government Contacts Application - Complete

d.      Improved address data integration between GIS and tax database – Complete

e.       *New - Crime Mapping Application – In Progress

f.       Spillman Geobase upgrade from Classic to Sentryx. – In Progress

g.       Improved integration between GIS zoning data and GIS tax parcels. - Complete

h.      Further streamline rural property address assignment. In Progress

i.        Investigate implementing Esri’s Local Government data model, how can it improve our workflows? – In Progress

j.        Web mapping sites; possibly begin to migrate from Flex API to JavaScript API. – In Progress

k.      Develop an application for Highway signage plans. – On Hold

l.        Develop well water sampling mapping application for DHHS internal use. – On Hold

m.    Assist Highway with back scanning of original town road laying out orders – On Hold

 

ROD Update

Mike Mazemke gave a brief update on activities in the Register of Deeds office.  He talked about their continued effort to back scan documents, redact images and get them online for customers to view.

 

T. Larrabee GPS Project Update

Joe Glodowski updated the committee on the status of the 2013 Town of Larrabe GPS control project.  He stated that he had been in contact with the vendor and they were still doing field work.  He said they hadn’t run into any major issues.

 

Review and Approve 2014 Land Information Budget

The Land Information Council reviewed the 2014 Land Information Budget.  A motion was made by Mike Mazemke and seconded by Terry Murphy to approve the 2014 Land Information Budget as presented.  Motion carried.

 

Review and Approve 2014 County Surveyor’s Budget

The Land Information Council reviewed the 2014 County Surveyor’s Budget.  A motion was made by Andy Carlin and seconded by Terry Murphy to approve the 2014 County Surveyor’s Budget as presented.  Motion carried.

 

Adjournment.  A motion was made by Andy Carlin and seconded by Mike Mazemke to adjourn at 10:53 am. Motion carried.
