Waupaca County Land Information Council

Members present:  James Loughrin, Robert Ellis, Faye Wilson, Ian Grasshoff, Clyde Tellock, Joe Glodowski, Mike Mazemke and Andy Carlin.

 

Members absent:  Terry Murphy

 

Others present:  Jason McKeefry, Mike Zuege, and Trish Nau.

Meeting called to order at 9:05 AM.

 

Review and accept Agenda

A motion was made by Clyde Tellock and seconded by Andy Carlin to approve the agenda.  Motion carried.

 

Approve minutes

A motion was made by Ian Grasshoff and seconded by Clyde Tellock to approve the previous minutes.  Motion carried.

 

GIS Specialist – Projects Update

Jason McKeefry gave a brief projects update, which included a discussion of extensive address reconciliation between the Treasurer’s Tax/Real Estate database and the GIS address data.  Jason also explained that he has been working on a GIS tool that helps automatically calculate a new property address, which will help streamline the assignment of rural property addresses.  Jason further explained that he is currently mapping tax parcels and reviewing preliminary surveys that are submitted to the Planning and Zoning Department.

 

Example Project – GIS Database Integration

Ian Grasshoff gave an overview of a project to integrate two separate database systems using GIS tools.  The purpose of the project was to link document images, tax parcel, from the Register of Deeds Database System and Treasurer/Real Estate Database System into the GIS.  The final outcome of the project will be the ability to directly access scanned document images through internal GIS data/maps without using additional viewing software/database searches. 

 

Register of Deeds Update

Mike Mazemke gave the group an update of activities in his office.  This included a report of the number of documents recorded by his office between January 1, 2009 and August 2012.  Mike also discussed a letter that is being sent to some county residents from a so called “Deed Retrieval Services”, which states that residents can obtain a copy of their most current deed for $87.  Mike explained that anyone can obtain an official copy of their deed from his office for $2 for the first page and $1 for each additional page; in turn a deed averages one to two pages.  Mike finished up the discussion with summary of a court case, Milwaukee County vs. Fannie Mae and Freddie Mac.  Milwaukee County is seeking unpaid real estate transfer taxes from real estate transactions involving Fannie Mae and Freddie Mac, listed as grantors.  Depending on the outcome of the case, County Register of Deeds offices may be able to recoup lost fees.

 

Legislative Update – Land Records Fees

Ian Grasshoff tabled this item for a possible future discussion.

 

Aerial Imagery for year 2015

Ian Grasshoff informed the council that Waupaca County would be collecting aerial imagery in the spring of 2015.  Ian stated that the County’s current imagery is from the spring of 2010.  Ian also informed the council that discussions were underway in regards to organizing another county aerial imagery consortium in which government agencies pool resources to obtain the best price for acquiring aerial imagery.  Mike Zuege and Trish Nau gave a brief overview of the Wisconsin Regional Orthophotography Consortium (WROC) that formed in 2010.

 

 

Review 2013 Land Information Budget

A motion was made by Robert Ellis and seconded by Clyde Tellock to approve the 2013 Land Information Budget as presented.  Motion carried.

 

Review 2013 County Surveyor’s Budget

A motion was made by Robert Ellis and seconded by Andy Carlin to approve the 2013 County Surveyor’s Budget as presented.  Motion carried.

 

Adjournment.  A motion was made by Ian Grasshoff and seconded by Faye Wilson to adjourn at 9:45 am. Motion carried.
