Meeting called to order at 10:30 AM.

 

Review and accept Agenda. 

Agenda changed by Ian Grasshoff to add an item to discuss Solar Waupaca.  A motion was made by Robert Ellis to accept the change and seconded by Terry Murphy to approve the agenda.  Motion carried.

Bid Opening:  Dayton GPS Proposals

Joe Glodowski explained the Dayton GPS project to the council, using information from the Town of Farmington GPS project.  Joe explained the importance of getting accurate GPS locations on the section monuments.  Joe told the council how the existing monuments are not being moved, only that they are getting more accurate locations using the GPS.  Joe then opened up the bids for the project.  The bids are listed below in the order they were opened.

 

Veolia Environmental Services: $118,652

Davel Engineering and Environmental:  $39,900

Carow Land Surveying:  $75,500

Martenson and Eisele:  $54,000

Hebert and Associates:  $36,300

R.W. Nordin and Associates:  $65,520

Survey Review

Jason Buck discussed how the Land Information Office has been reviewing Certified Survey Maps (CSM) for the Zoning department.  Jason explained that there are a couple of major items that are checked on the surveys.  These include checking the closure on the survey and confirming that the descriptions on the map page and the legal description page of the CSM are the same.  Jason stated that about 1/3 of the surveys reviewed have had some problem. Jason stated that the Land Information Office has received generally positive feedback from surveyors regarding the office doing these reviews. 

 

Zoning Adoption Update

Jason Buck provided a status update regarding the adoption of the new county zoning by the townships.  Jason stated that of the 20 towns participating in the new zoning, nine have adopted and eleven have not.  Jason stated that the office knows of four towns that are getting close to adopting; these include Caledonia, Mukwa, Dayton and Union.  Jason discussed how the Land Information Office has been assisting the townships by updating the preliminary zoning data and providing updated maps.  Jason explained the process that has been setup to process the new zoning data.  Ian Grasshoff stated that there are about 60 steps that have to be run through to complete the processing for one town.  Lastly, Jason stated that because of the zoning adoption process, tax parcel mapping is further along than in years past. 

 

Purchase of Agricultural Easement (PACE) update

Ian Grasshoff gave an update about the status of the PACE program.  Ian stated that he generate 170 unique maps in about a week.  He also said documented all the GIS data and burned it onto CD’s to be included with each applicant binder.  Ian went on to further explain that under the current proposed State Budget, Senate Bill 24 and Assembly Bill 34, the PACE program stands to be eliminated, including the previous six applicants that the State already accepted into the program.  Robert Ellis went on to explain the structure of the PACE program and how Waupaca County has been very successful getting applicants accepted into the program.

 

Table Top Exercise:  New London Flooding

Ian Grasshoff explained that Andrew Carlin, Emergency Management Director, has scheduled a table top exercise in the City of New London to simulate and respond to a flood event.  Andrew requested that the Land Information Staff generate flood inundation areas for a 5 year, 10 year, and 50 year flood event for the City of New London.  Ian explained that he has been researching the methodology and tools required to accomplish this.  He stated that he has made real progress in that he was able to run an initial analysis using the Army Corps of Engineers HEC-RAS flood modeling software.  Ian thinks with a little more time he will be able to complete the analysis.  Ian explained that this would open up the opportunity to model flood events on river system throughout the County.  The modeled events could be used for disaster planning purposes.

 

Courthouse re-wiring project

Ian Grasshoff quickly explained that Information Systems and Maintenance are in the process of developing a proposal to re-wire the Courthouse and Sheriff’s Office Ethernet wiring in preparation of Voice over IP (VOIP).  Multimedia Communications & Engineering (MC&E) has been selected to be the project manager.  Part of their services where to develop a floor plan map of the Courthouse and Sheriff’s Office of all the Ethernet plate locations at a cost of $2,320.  Ian stated that the Land Information Office has floor plan GIS data for both the Courthouse and Sheriff’s Office.  The Land Information Office provided the necessary data to MC&E, saving the County $2,320.     

 

Wisconsin Land Information Association (WLIA): What is it?

Ian Grasshoff explained that the WLIA is a non-profit organization made up of Geospatial professionals throughout the State.  The WLIA’s mission is to foster understanding, development, and use of integrated land information systems to benefit the citizens of Wisconsin.  Ian stated that he has since been elected to the WLIA board of directors for a two year term.  Ian explained that the WLIA has three meetings a year that are open to any interested parties.

 

ArcGIS 10 Upgrade

Ian Grasshoff explained that ArcGIS is the GIS software that the Land Information Office uses.  Esri, the GIS software vendor, has a current release of version 10.  The Land Information Office will be upgrading to the latest release in the coming months.  This will require two server upgrades, 45 ArcReader upgrades, and 11 ArcGIS desktop client upgrades.

 

Solar Waupaca

Ian Grasshoff explained that he is currently in Leadership Waupaca County.  His team has a class project to develop a web mapping application that allows county residents to view solar potential for their house.  The site will then give them a return on investment on having a solar array installed.  Ian hopes that the site will promote local business as well as renewable energy.  Ian stated that he will develop and maintain the site on county time since it requires extensive use of GIS software tools.

 

Adjournment.  A motion was made by Terry Murphy and seconded by Robert Ellis to adjourn at 11:40 am. Motion carried.  A date of March 25th at 10:30 am was selected for the next council meeting.
