MEETING MINUTES

Chair Federwitz called the meeting to order at 9:00 a.m.

 

Present:            DuWayne Federwitz, Pat Craig, Bob Ellis, Lee Much, Walter Strebe, Dick Rohan and Dale Trinrud

 

Also Present:    Roger Holman, Brian Haase, Lisa Neuenfeldt, Celie Borndal, Arlyn Splitt and John Hedtke.

 

Federwitz gave the open meeting statement.

 

Motion by Ellis, seconded by Much to approve the agenda.  Motion carried.

 

Motion by Craig, seconded by Much to approve the April 29th minutes.  Motion carried.

 

Federwitz opened the meeting for public comment.  There was none.

 

Arlyn Splitt and John Hedtke, Wisconsin Conservation Congress (WCC), presented information on what the WCC is, what it does, how it functions and the value to Waupaca County.  Discussion followed on past support by the County for Waupaca County delegates to the WCC statewide annual conference, why the funds were removed from the LWCD budget and how funds may be put back in the budget.

 

Federwitz thanked Splitt and Hedtke for their information and work and requested that the budget item be put on the next LWCC agenda for discussion.

 

Neuenfeldt introduced Celie Borndal.  Celie provided her background information and noted she is looking forward to working with Waupaca County.

 

Neuenfeldt reported that 16 applications have been funded in general EQIP and four applications in the Honey Bee sign-up.  The FY14 Pigeon Lake National Water Quality Initiative sign-up ended May 30th, with 8 applications received.  The NRCS local work groups have been consolidated with Waupaca and Winnebago Counties holding a joint public meeting on July 1st to work on funding decisions.

 

Neuenfeldt reported that FSA is requesting that farmer’s crop reports, when they are done planting, be turned in by July 15th.

 

Federwitz thanked Neuenfeldt and Borndal for their reports.

 

Holman updated the Committee on the upcoming contested case hearing on the Little Hope Dam and reported the Management Team is working on evaluations, capital improvement and 2015 budget.

 

Holman was excused at this time.

 

Haase reported on the Phosphorous Bill discussion from the May 8th & 9th County Conservationist Meeting in WI Rapids.  Essentially the timeline to see results evolve from the bill will be about a year away.  The EPA and WI Dept of Administration both need to review the bill and associated procedures.

 

Haase presented two overdue bills from the prairie seeder drill rental.  This is the first time in ten years that the LWCD has had a non-payment problem.  Other questions and discussion arose about the seeder.  Haase will present a more detailed description of yearly use at the next LWCC meeting.

 

Haase explained that delegates to Golden sands RC&D need to be re-elected every two years following county board elections.  

 

Motion by Craig, seconded by Much, to have Federwitz and Ellis remain as delegates to Golden Sands RC&D.  Motion Carried.

 

Haase reported that the Nutrient Management position still had not been posted.  Federwitz said he would discuss this with HR immediately following the LWCC meeting.

 

Haase reported that the Draft Farmland Preservation Plan & Ordinance are still being reviewed by DATCP.  Haase and P&Z Director Brown have not heard from DATCP regarding the issue.  Locally, Haase will be attending the Town of Union meeting tonight to finalize their map.  Union is the last town to do so.

 

Land & Water Resource Management (LWRM) contracts were presented for Birlings Partnership, Al Tank, & Andrew Malotky.

 

Motion by Craig, seconded by Much, to approve LWRM contracts.  Motion passed.

 

Haase reported on DNR action regarding the Bakake Acres (Auer) manure spill and the Gonzalez NOI/NOD.  Bakake Acres was one of the three 2014 TRM Grant submittals.  Haase will be submitting a NOD Grant for Gonzalez by the June 16th deadline.  If approved Gonzalez’s project would hopefully be completed in 2014.

 

Upcoming meetings include the June 18th LWLWCA Teleconference for Area Representative Elections and the July 1st NRCS Local Workgroup Meeting at Fremont Town Hall.

 

The next LWCC meeting was set for July 7th at 9:00 AM.
