MEETING MINUTES

                                                                                                                        Courthouse, Waupaca

 

Chair Federwitz called the meeting to order at 9:00 a.m.

 

Present:           DuWayne Federwitz, Bob Ellis, Darrell Handrich, Lee Much, Pat Craig and Walter Strebe

 

Also present:   Roger Holman and Brian Haase.

 

Federwitz gave the open meeting statement.

 

Motion by Craig, seconded by Ellis to approve the agenda.  Motion carried.

 

Motion by Ellis, seconded by Much to approve the September 4, 2013 minutes.  Motion carried.

 

Federwitz opened the meeting for public comment.  There was none.

 

There were no agency reports due to the Federal Government shut down.  Haase updated the Committee on the shut down and the impacts to the County including funds being held up to pay farmers installing and carrying out conservation practices.  Additionally, one or two planned jobs may be postponed depending on the length of the Federal shutdown.

 

 

Ellis reported on the RC&D Golden Sands meeting he attended on September 19.  The main item addressed was the budget.

 

Ellis reported on the 5th grade Field Day held at Hartman’s Creek on October 4.  Over 450 Waupaca County 5th graders attended the day with excellent presentations by professionals in the natural resources field.

 

Haase reported on the County Conservationist meeting he attended on October 3.  The main emphasis of the meeting was the review of ATCP 50 and changes to 2014 cost share rates.

 

Haase reviewed the Central Sands Counties Water Level Monitoring project and the MOU with DNR for the project.

 

Motion by Craig, seconded by Handrich to authorize signing the Central Sands Counties Water Level Monitoring MOU.  Motion carried.

 

Haase reviewed the NRCS Operating Agreement.  The vehicle insurance section was eliminated since LWCD has not used NRCS vehicles since 2000 and will not need to in the future.

 

Motion by Ellis, seconded by Much to authorize signing the NRCS Operating Agreement.  Motion carried.

 

Haase reported that construction of several large jobs was in full swing and several smaller jobs are planned right up until frost no longer permits excavation.

 

Holman reported that the Management Team is continuing to work on CIP, evaluation process for Department Heads and the 2014 budget.

 

The next meeting was set for November 4th at 10:00 a.m.

 

The Committee toured the following sites:  Jonely Farm’s manure storage.  This was a freshly completed 4 million gallon concrete lagoon with access ramp.  Matt Manske’s manure storage and manure transfer’s.  This job was in progress at the time of the tour.  This job was a 1 million gallon concrete lagoon with separate milk house transfer and manure transfer to accommodate sand bedding.  Additionally Manske’s are constructing a new 160 cow free stall and parlor.  Next stop was Charlie Johnson’s roof gutter, coffin inlet and rotational grazing fence system.  The fencing was completed earlier in the year and the gutters and inlet were nearly completed.  Last stop on the tour was Art Richardson’s managed intensive rotational grazing system constructed in 2012.  Art discussed how the system worked and showed the committee some new grazing specific tillage and seeding equipment he recently purchased.

 

Motion by Ellis, seconded by Handrich to adjourn.  Motion carried.
