          MEETING MINUTES

 

OPEN SESSION

 

1.                  Call Meeting To Order

 

Chair Dennis Kussman called the meeting to order at approximately 6:35 PM. 

 

2.                  Roll Call

 

Implementation Steering Committee Members Present:  Penny Leder (Town of Bear Creek), Douglas Behnke (Town of Bear Creek), Kay Ellis (Town of Dayton), Patricia Craig (County Board), Art Richardson (Town of Lind), Jane Haasch (Town of Dayton), Marvin Schneider (Town of Caledonia), Jackie Beyer (Town of Little Wolf), Terry Murphy (County Board), and Dennis Kussman (County Board)

 

Implementation Steering Committee Members Excused: Stefan Shoup (Town of Wyoming), Michael Koles (University of Wisconsin-Extension), Gary Marx (Town of Scandinavia), Michael Orr (Town of Waupaca), DuWayne Federwitz (County Board/Town of Matteson), Greg Blum (Town of Iola), and Steve Frings (Town of Farmington)

 

Others Present:  John Penney (County Board), Bob Ellis (County Board), and Evan Abrahamson (Town of Waupaca)

 

Staff Present:  Melinda Osterberg, Jeff Henneman, and Jason Snyder

 

3.                  Chair Kussman read the Open Meeting Statement, “This meeting and all other meetings of this committee are open to the public.  Proper notice has been posted and given to the press in accordance with Wisconsin Statutes, so the citizenry may be aware of the time, place and agenda of this meeting.”

 

4.                  Approve Agenda As Presented

 

Mr. Marvin Schneider motioned to approve the agenda as presented.  The motion was seconded by Mr. Art Richardson.  Motion carried unanimously. 

 

5.                  Approve the Minutes from the May 16, 2012 Implementation Steering Committee Meeting.

 

Ms. Pat Craig motioned to approve the minutes as presented.  The motion was seconded by Ms. Penny Leder.  Motion was carried unanimously. 

6.                  Recommendation of the amendments to the Waupaca County Zoning Ordinance to the Waupaca County Planning and Zoning Committee

 

Ms. Craig stated that she was concerned that Sections 2.09, 2.10 and 2.11 seem to be missing within the Ordinance.

 

Ms. Melinda Osterberg replied that it was an inadvertent omission that they would be replaced in the next version of the code.

 

Ms. Craig expressed concern that some numbering and references within the Ordinance were inaccurate.

 

Ms. Osterberg stated that it is very difficult to have the formatting and references be accurate while using the track changes option in Word, but this would be corrected in the next version of the Ordinance.

 

The Committee continued the review of the revised Zoning Ordinance. 

 

The Committee capitalized R in revenue in Section 1.07(21) on page 14 of the Ordinance.  The Committee also removed number 22 on page 14.

 

The Committee changed official to officials in Section 1.07(40) on page 16 of the Ordinance.

 

The Committee indicated that they would like the Corporation Counsel to furnish definitions for maintenance and structural alteration.

 

The Committee deleted Planning and Zoning Administrators from Section 2.02(5) on page 19. 

 

The Committee removed, “under one quarter quarter section in area, from Section 3.20(6).

 

The Committee amended Minimum Area on the table in Section 4.0 to read Minimum Gross Lot Area.

 

The Committee indicated that Personal Storage/Mini Warehouse use should be conditionally allowed in the Rural Commercial-Neighborhood zoning district and that Large Solar Energy Systems should be conditionally allowed in the AE, AE-FP, AR, and AWT zoning districts. 

 

The Committee also indicated that Agriculture – Animal Husbandry and Forestry Management should be permitted uses in the Rural Residential zoning district. 

The Committee changed the tense in Section 6.06(4) to read, “The parcels on which the non-farm residences ARE located are contiguous” and “The County imposes legal restrictions on the construction of the non-farm residences so that if all of the non-farm residences ARE constructed…”

 

The Committee corrected the last sentence of Section 6.06(10) to read one rather than on. 

 

The Committee corrected the last word in Section 6.06(12) to be required.

 

The Committee corrected paring to parking in Sections 6.07(6), 6.08(4) and 6.10(1)(a).

 

The Committee changed City to Town in Section 6.09(6).

 

The Committee corrected lerk to Clerk in Section 14.03(9)(b).

 

Ms. Jackie Beyer moved to recommend the amendments to the Zoning Ordinance to the Waupaca County Planning and Zoning Committee.  Mr. Art Richardson seconded the motion.  Motion was carried unanimously. 

 

7.                  Recommendation of the amendments to the Waupaca County Subdivision Ordinance to the Waupaca County Planning and Zoning Committee.

 

The Committee corrected the reference in Section 2.02(42) from 2.02(65) to 2.02(68).

 

The Committee stated that the Wisconsin DNR should be a reviewing not an objecting agency in Figure 4.0.

 

In Section 8.07(c) and 8.07(e) the Committee changed the references from Section 8.06 to 8.07.

 

Ms. Craig motioned to recommend the amendments to the Waupaca County Subdivision Ordinance to the Waupaca County Planning and Zoning Committee.  Mr. Richardson seconded the motion.  Motion was carried unanimously.

 

8.                  Adjourn

 

At 8:30, Mr. Behnke motioned to adjourn the meeting.  The motion was seconded by Ms. Beyer.  Motion carried unanimously.
