WAUPACA COUNTY HUMAN RESOURCES COMMITTEE

The Waupaca County HR Committee met in Room 1037 of the Waupaca County Courthouse at 9:00 a.m.  Chair Barrington called the meeting to order and gave the open meeting statement.  Roll Call: County Board Chair Dick Koeppen, Supervisor Gerald Murphy, and Supervisor DuWayne Federwitz all present.  

 

OPEN SESSION

 

MOTION: Supervisor Murphy moved and Supervisor Federwitz seconded the motion to approve the agenda.  Motion carried without a negative vote.

 

No public comment.

 

Sheriff Brad Hardel was present to discuss the Sheriff’s Department requests for new positions for the 2015 budget year.  Two of the requests were for new Patrol Officers designated to drug enforcement.  Sheriff Hardel discussed the county’s need to address drug enforcement in Waupaca County.  In addition to these requests there was discussion of the need for a Corrections Sergeant to increase supervision in the jail and adding a part-time Unit Clerk to assist with medical administrative functions.  Finance Director Heidi Dombrowski was also present at the meeting and discussed current revenue in the Corrections Division of the Sheriff’s Department which would be available to offset expenses associated with new positions.   MOTION: Supervisor Murphy moved and Supervisor Federwitz seconded the motion to approve two (2) Patrol Officers for drug enforcement, one (1) Corrections Sergeant and one (1) part-time Clerk.  Motion carried without a negative vote.

 

Review of the new position requests for the Department of Health and Human Services.  All requests for DHHS will be covered either within the existing budget or thru available department contingency funds. MOTION: Supervisor Murphy moved and Supervisor Federwitz seconded the motion to approve one (1) Environmental Health Specialist, replacement of a vacant Account Clerk with one (1) Support Technician, one (1) part-time (16/hrs/wk) Social Worker, one (1) full-time Social Worker, one (1) Employment Specialist and the expansion of the part-time Receptionist to full-time.  Motion carried without a negative vote.

 

2015 Position Eliminations.  MOTION:   Supervisor Federwitz moved and County Board Chair Koeppen seconded the motion to recommend elimination of a full-time Receptionist at Lakeview Manor; a full-time Economic & Employment Support Specialist; and a .4 Account Clerk in DHHS for the 2015 budget year.  Motion carried without a negative vote.

 

MOTION:   Supervisor Murphy moved and County Board Chair Koeppen seconded the motion to go into Closed Session pursuant to WI State Statutes 19.85 (1) (c) for the purposes of consideration of individual employee performance.  Roll Call Vote: Barrington, aye; Koeppen, aye; Murphy, aye; Federwitz, aye.  1:05 p.m.

 

 

CLOSED SESSION

 

MOTION:   Supervisor Federwitz moved and Supervisor Murphy seconded the motion to adjourn in Closed Session.  Roll Call Vote: Barrington, aye; Koeppen, aye; Murphy, aye; Federwitz, aye.
