WAUPACA COUNTY HUMAN RESOURCES COMMITTEE

The Waupaca County HR Committee met in Room 1037 of the Waupaca County Courthouse at 9:00 a.m.  County Board Chair Dick Koeppen called the meeting to order and gave the open meeting statement.  Roll Call: County Board Chair Dick Koeppen, Supervisor Gerald Murphy, and Supervisor DuWayne Federwitz present.  Chair Gary Barrington excused.

 

OPEN SESSION

 

MOTION: Supervisor Murphy moved and Supervisor Federwitz seconded the motion to approve the agenda.  Motion carried without a negative vote.

 

MOTION:   Supervisor Federwitz moved and Supervisor Murphy seconded the motion to approve the minutes of the previous meetings.  Motion carried without a negative vote.

 

No public comment.

 

Mary Scoon, AFSCME Representative was present to comment on the county policies for overtime.  AFSCME would like the county to consider counting paid time off & holidays towards hours worked when calculating weekly overtime.  Mary shared that there are some other comparables that have recently made this change.

 

Review of 2015 new position requests.  Highway Commissioner Dean Steingraber discussed the Highway Department’s request for 4 Equipment Operator I positions, Equipment Technician and a Shop Foreman position.  In consideration of winter maintenance he requested that they be allowed to fill the Equipment Operator positions prior to January 1st.  Discussion regarding overtime.   MOTION:   Supervisor Federwitz moved and Supervisor Murphy seconded the motion to recommend approval of two Equipment Operators to the Finance and Human Resources Committee and for these positions to be filled prior to the start of the 2015 budget year.  Motion carried without a negative vote.

 

The proposed Assistant Field Operations Manager to replace the vacant Patrol Superintendent position was discussed.  MOTION: Supervisor Murphy moved and Supervisor Federwitz seconded the motion to reconsider the request for July 1st, 2015 subject to review of a proposal to address current Foreman staffing and overtime.  Motion carried without a negative vote.

 

The Highway Shop Foreman request is a reassignment of an existing vacant Foreman to the shop operations.  Exempt status of the position needs to be reviewed.

 

Administrator Megan Feirtag was present to discuss the request for a .7 FTE (full-time equivalent) Activity Aide position.  This would replace limited part-time positions they currently have.  MOTION:   Supervisor Federwitz moved and County Board Chair Koeppen seconded the motion to recommend approval of a .7 FTE Activity Aide for Lakeview Manor to the Finance and Human Resources Committee.  Motion carried without a negative vote.

 

Review of remaining new position requests for 2015 will be reviewed on September 30th at 9:00 a.m.

 

Human Resources monthly report updates on recruitments, resignations/retirements, interview dates, and performance evaluations.  Review of a summary report of worker’s compensation claims based on injury origin.  Discussion regarding hiring of students under the age of 18 who are in the process of obtaining a high school diploma/GED to work at Lakeview Manor.  MOTION:   Supervisor Federwitz moved and Supervisor Murphy seconded the motion to approve hiring of qualified high school students for relief staff if they are pursuing graduation or a GED.  Motion carried without a negative vote.

 

MOTION:   Supervisor Murphy moved and Supervisor Federwitz seconded the motion to go into Closed Session pursuant to WI State Statutes 19.85 (1) (c) for the purposes of consideration of individual employee performance and consideration of employee classification and compensation.  Roll Call Vote: Koeppen, aye; Murphy, aye; Federwitz, aye.  11:30 a.m.

 

CLOSED SESSION

 

MOTION:   Supervisor Federwitz moved and Supervisor Murphy seconded the motion to return to Open Session.  Roll Call Vote: Koeppen, aye; Murphy, aye; Federwitz, aye. 

 

OPEN SESSION

 

MOTION:   Supervisor Federwitz moved and Supervisor Murphy seconded the motion to approve the reclassification recommendations and forward to Finance & Human Resources for budget approval.
