WAUPACA COUNTY HUMAN RESOURCES COMMITTEE

January 28, 2014

 

The Waupaca County HR Committee met in Room 1037 of the Waupaca County Courthouse at 9:00 a.m.  Chair Gary Barrington called the meeting to order and gave the open meeting statement.  Roll Call: Chair Gary Barrington, County Board Chair Dick Koeppen, Supervisor Gerald Murphy, and Supervisor DuWayne Federwitz all present.  

 

OPEN SESSION

 

MOTION:   Supervisor Murphy moved and Supervisor Federwitz seconded the motion to approve the agenda.  Motion carried without a negative vote.

 

MOTION:   County Board Chair Koeppen moved and Supervisor Federwitz seconded the motion to approve the minutes of the previous meetings.  Motion carried without a negative vote.

 

No public comment.

 

Review of Human Resources monthly report.  Updates provided on the status of recruitments, resignations/retirements, unemployment, etc. 

 

MOTION:  Supervisor Federwitz moved and Supervisor Murphy seconded the motion to approve an unpaid maternity leave of six weeks/eight weeks plus any paid leave available for a new employee who is not otherwise eligible for FML.  Motion carried without a negative vote.

 

Review of the 2013 aggregate report from Interactive Health Solutions on health risk assessments.  A report will also be made available to employees.

 

Highway Commissioner Dean Steingraber was present to initiate discussion regarding residency requirements for all Highway Department employees.  Currently the county policy for the Highway Department exempts office, engineering and shop operations.  Mandy will have discussion with other Department Heads regarding the county-wide impact of modifications in county residency requirements. 

 

Discussed amending the Call-In policy that applies to Highway Department hourly employees.  Dean Steingraber Highway Commissioner was present to discuss his recommendation. MOTION: Supervisor Federwitz moved and County Board Chair Koeppen seconded the motion to approve amending the Personnel Policies and Procedures Section 8 – Hours of Work, 8.06 CALL-IN PAY. Non-Exempt employees of the Highway Department called in for work outside their normal work schedule, shall be compensated a call-time allowance of two (2) one (1) hour at straight time once during a 24 hour period (midnight to midnight) in addition to the applicable pay for the time actually worked.  Such call time shall not apply when the employee is notified prior to leaving the job that the employee must return to work, nor shall it apply to call for ice control, snow removal, or flood control.  Such call time allowance shall not be included as time worked in computing weekly hours.  Motion carried without a negative vote.

 

Discussion on amending the On-Call policy to include Public Health Nurses.  Chuck Price, DHHS Director was present to discuss the recommendation to include these employees which was prompted by the retirement of the Public Health Nurse Manager who took all of the on-call responsibilities.  MOTION: Supervisor Murphy moved and County Board Chair Koeppen seconded the motion to approve adding the Public Health Nurses to the list of positions eligible for $1.50 of on-call pay.  Motion carried without a negative vote.

 

MOTION:  County Board Chair moved and Supervisor Murphy seconded the motion to go into Closed Session pursuant to Wisconsin State Statues 19.85 (1) (c) for the purposes grievances and considering employment, performance evaluation data of public employee.  Roll Call Vote:  Chair Barrington, aye; County Board Chair Koeppen, aye; Supervisor Murphy, aye; Supervisor Federwitz, aye. 

 

CLOSED SESSION

 

MOTION:  Supervisor Federwitz moved and Supervisor Murphy seconded the motion to adjourn the meeting in Closed Session.  Roll Call Vote:  Chair Barrington, aye; County Board Chair Koeppen, aye; Supervisor Murphy, aye; Supervisor Federwitz, aye.  11:45 a.m.
