WAUPACA COUNTY HUMAN RESOURCES COMMITTEE

November 26, 2013

 

The Waupaca County HR Committee met in the Waupaca County Courthouse at 9:00 a.m. in Room 1068.  Chair Gary Barrington called the meeting to order and gave the open meeting statement.  Roll Call: Chair Gary Barrington, County Board Chair Dick Koeppen, Supervisor Gerald Murphy, and Supervisor DuWayne Federwitz all present.  Administrative Coordinator/County Clerk Mary Robbins also present.

 

OPEN SESSION

 

MOTION:   Supervisor Murphy moved and Supervisor Federwitz seconded the motion to approve the agenda.  Motion carried without a negative vote.

 

MOTION:   Supervisor Federwitz moved and Supervisor Murphy seconded the motion to approve the minutes.  Motion carried without a negative vote.

 

No public comment.

 

Review of monthly report updates on recruitments, resignations/retirements, benefit issues, grievances, unemployment, etc.  2013 authorized county position review update.

 

MOTION:   Supervisor Federwitz moved and Supervisor Murphy seconded the motion to approve the employee request for medical leave/vacation donation.  Motion carried without a negative vote.

 

Supervisor Jonely and Highway Committee Chair Flease joined the meeting.  Highway Commissioner Dean Steingraber presented a proposed reorganization plan for the Highway Department.  One of the changes involved included the elimination of a Patrol Superintendent position and the creation of a Field Operations Manager/Deputy Highway Commissioner position at a higher labor grade.  The job description questionnaire (jdq) for the new position resulted in a grade placement of WC15.  The Highway Commissioner’s proposal was for placement within grade 16.  The HR Committee requested further information regarding the grade placement.  A meeting was scheduled for December 9th to discuss further. 

 

Mandy discussed a wage and hour matter that is being currently reviewed.

 

A resolution from the DHHS Board was presented for consideration regarding the addition of a Social Worker position in the Children & Families Division of DHHS.    MOTION:   Supervisor Murphy moved and County Board Chair seconded the motion to approve the resolution as presented.  Motion carried without a negative vote.

 

MOTION:  Supervisor Federwitz moved and Supervisor Murphy seconded the motion to go into Closed Session pursuant to Wisconsin State Statues 19.85 (1) (c) (f) for the purposes of reviewing performance evaluation data of public employee, preliminary consideration and investigation of personnel matter.  Roll Call Vote:  Chair Barrington, aye; County Board Chair Koeppen, aye; Supervisor Murphy, aye; Supervisor Federwitz, aye.  11:10 a.m.

 

CLOSED SESSION

 

MOTION:  Supervisor Federwitz moved and Supervisor Murphy seconded the motion to adjourn the meeting in Closed Session.  Roll Call Vote:  Chair Barrington, aye; County Board Chair Koeppen, aye; Supervisor Murphy, aye; Supervisor Federwitz, aye.  11:45 a.m.
