WAUPACA COUNTY HUMAN RESOURCES COMMITTEE

August 27, 2013

 

The Waupaca County HR Committee met in the Waupaca County Courthouse at 1:00 p.m. in Room 1037.  Chair Gary Barrington called the meeting to order and gave the open meeting statement.  Roll Call: Chair Gary Barrington, County Board Chair Dick Koeppen, Supervisor Gerald Murphy, and Supervisor DuWayne Federwitz all present.  

 

OPEN SESSION

 

MOTION:   Supervisor Murphy moved and Supervisor Federwitz seconded the motion to approve the agenda.  Motion carried without a negative vote.

 

No public comment.

 

Review and discussion of the monthly HR Department Report on recruitments/terminations, existing vacancies, and labor relations updates.  The Highway Department certified union has requested dates to initiate negotiations. Currently there are 15 positions within the county that are either vacant or soon to be vacant.  Turnover at Lakeview is being compounded by extensive hiring at the Veterans Home in King. 

 

Captain Wilz of the Communications Division of the Sheriff’s Department joined the discussion regarding staffing issues in the Communications Center.  A variety of issues are being reviewed to ensure the quality and retention of new employees.  Other counties are experiencing a high volume of turnover as well.  Captain Wilz explained the joint effort with Fox Valley Technical College and surrounding counties to develop training options for dispatchers.

 

Update on the status of pay-for-performance evaluation process development for Department Heads.

 

A preliminary listing of new position/position changes for 2014 budget was discussed.  Committee’s of Jurisdiction have not acted on all of these yet so there will likely be adjustments before the final information is presented.  Discussion regarding the requests to expand a number of positions to over 30/hrs week.  There are a number of concerns regarding this strategy for staffing.  Mandy will communicate this discussion item back to department heads at the next management meeting.

 

No HR 2014 budget updates at this time.

 

MOTION:  Supervisor Federwitz moved and Supervisor Murphy seconded the motion to adjourn the meeting.  Motion carried without a negative vote. 2:10 p.m.
