WAUPACA COUNTY HUMAN RESOURCES COMMITTEE

The Waupaca County HR Committee met in the Waupaca County Courthouse at 9:00 a.m. in Room 1037.  Chair Gary Barrington called the meeting to order and gave the open meeting statement.  Roll Call: Chair Gary Barrington, County Board Chair Dick Koeppen, Supervisor Gerald Murphy, and Supervisor DuWayne Federwitz all present.  

 

OPEN SESSION

 

MOTION:   Supervisor Murphy moved and Supervisor Federwitz seconded the motion to approve the agenda.  Motion carried without a negative vote.

 

MOTION:  Supervisor Federwitz moved and County Board Chair Koeppen seconded the motion to approve the minutes of the previous meeting.  Motion carried without a negative vote.

 

No public comment.

 

Consultant Charles Carlson of Carlson & Dettmann Consulting met with the committee regarding the compensation grade classification for the Patrol Sergeant positions.  Due to the recent settlement with the Law Enforcement Officers Association and concerns about wage compression issues the consultant recommended a change in grade placement from a grade 9 to a grade 10.  MOTION: County Board Chair Koeppen moved and Supervisor Murphy seconded the motion to approve the change in grade classification and forward the recommendation on to the Finance & HR Committee.  Motion carried without a negative vote.

 

Also discussed with the consultant was a proposal to assist in the development of a performance evaluation process for county department heads.   The development of the process would involve meeting with Department Heads, Committee Chairmen and the HR Committee to compile a recommendation for County Board consideration.  There was also discussion regarding training involving the County Board tentatively in July.  Total estimated cost of the project would not exceed $5,000.  Mandy will have the request put on the next Finance & HR Committee agenda for consideration.

 

Review and consideration of amendment to Section 7 – Conditions of Employment, 7.05 Residency.  The recommended amendment adds “shop maintenance operations” to the list of positions excluded from the County residency requirement.  Mandy explained that due to the recent difficulties in recruitment, particularly for Highway Department Equipment Technician (Metal Fabricator) positions a change in residency would provide for larger applicant pools for future recruitments.  The Waupaca Highway Shop is the only Highway Department shop location which would be impacted by the change.  MOTION:   Supervisor Murphy moved and Supervisor Federwitz seconded the motion to approve amending 7.05 of the Waupaca County Personnel Policies and Procedures to add “shop maintenance operations” to the list of excluded positions at the Highway Department subject to the County residency requirement.  Motion carried without a negative vote.

 

Review and consideration of an amendment to Section 8 – Hours of Work, 8.03 Overtime – Lakeview Manor.  The recommendation modifies the overtime rules to compensation at time and one-half for all hours worked in excess of 8 hours in a 24 hour period.  The current policy provides for overtime for nursing home employees after 8 hours per shift.  The proposed change will provide greater incentive for employees to cover vacant shifts and return to work when emergency staffing issues arise.  This will also help reduce the expense of contracted staffing agency workers who are much more costly to the facility.  MOTION:  Supervisor Federwitz moved and County Board Chair Koeppen seconded the motion to approve recommended amendment to provide time and one-half compensation for all hours worked in excess of 8 in a 24 hour period at Lakeview Manor.  Motion carried without a negative vote.

 

MOTION:   County Board Chair Koeppen moved and Supervisor Murphy seconded the motion to approve a vacation carryover for the DERM Department Head.  Motion carried without a negative vote.

 

The Committee reviewed an opinion regarding deductions of WRS contributions from Sheriff’s compensation and the legality of the withholding in light of s. 59.22 and recent Court of Appeals decision.  MOTION:  County Board Chair Koeppen moved and Supervisor Murphy seconded the motion to defer deduction of the employee share of WRS from the Sheriff until the end of the term.  Motion carried without a negative vote.

 

Review of resolution to create an additional Economic Support Specialist to accommodate the onset of the Patient Protection and Affordable Care Act.  As a result of the impact to ECIMP Consortium which Waupaca County is part of, the Governor is proposing additional funding.  The addition of another position will not be an increase to the budget.  MOTION:   Supervisor Murphy moved and Supervisor Federwitz seconded the motion to approve the resolution and forward it to the Finance Committee for consideration.  Motion carried without a negative vote.

 

Discussion regarding pending 2013 new position requests submitted during budget process.  MOTION:  Supervisor Federwitz moved and Supervisor Murphy seconded the motion to postpone further review until review of the first 6 months of 2013 budget.  Motion carried without a negative vote.

 

MOTION:  Supervisor Federwitz moved and County Board Chair Koeppen seconded the motion to adjourn the meeting.  Motion carried without a negative vote.
