WAUPACA COUNTY HUMAN RESOURCES COMMITTEE

January 14, 2013

 

The Waupaca County HR Committee met in the Waupaca County Courthouse at 1:30 p.m. in room 1068.  Chair Gary Barrington called the meeting to order and gave the open meeting statement.  Roll Call: Chair Gary Barrington, County Board Chair Dick Koeppen, Supervisor Gerald Murphy, and Supervisor DuWayne Federwitz all present.  

 

OPEN SESSION

 

MOTION:   Supervisor Murphy moved and Count Board Chair Koeppen seconded the motion to approve the agenda.  Motion carried without a negative vote.

 

The HR Committee received a draft of the performance evaluation form drafted by teams of employees, supervisors and department heads.  Mandy Welch explained the various sections of the form for their review and consideration at a future meeting.  Options for implementation will be put together by Mandy for review and consideration at the next meeting.

 

The HR Committee met with Katie McCloskey, Charlie Carlson and Barb Petkovsek for an initial discussion on development of the pay for performance component of the compensation structures which have the merit range.

 

The County’s focus both for the performance management system and the pay-for-performance system is to promote development of employees.  Helping employees get better at what they do and not be designed as a punitive tool or process.  In addition Department Heads and Supervisors will need to have a focus in their evaluations on their ability to motivate employees, provide good leadership and foster development in their employees.  Something will be compiled by the end of the second quarter.

 

The consultant will submit a proposal for consideration for assisting the HR Committee in the development of the pay-for-performance system.  Mandy will share an outline of the training with Katie McCloskey to get a proposal to assist with supervisory training.  Training would be in the first quarter of the year.

 

MOTION:  Supervisor Federwitz moved and County Board Chair Koeppen seconded the motion to adjourn the meeting.  Motion carried without a negative vote.
