WAUPACA COUNTY HUMAN RESOURCES COMMITTEE

December 11, 2012

 

The Waupaca County HR Committee met in the Waupaca County Courthouse at 9:00 a.m. in room 1037.  Chair Gary Barrington called the meeting to order and gave the open meeting statement.  Roll Call: Chair Gary Barrington, County Board Chair Dick Koeppen, Supervisor Gerald Murphy, and Supervisor DuWayne Federwitz all present.  

 

OPEN SESSION

 

MOTION:   Supervisor Murphy moved and Supervisor Federwitz seconded the motion to approve the agenda.  Motion carried without a negative vote.

 

Approval of the minutes of the previous meeting were carried over.

 

Charlie Carlson of Carlson Dettmann was present to discuss the compensation study appeals with the HR Committee.  Discussion of each appeal and recommendations. 

 

Recommended grade changes included: 

·         Parts & Receiving Specialist regrade to grade 7;

·         Deputy County Clerk regrade to grade 4;

·         LPN’s reclassified to L5 on the modified Lakeview Manor Pay Structure. 

 

Title adjustments recommended for approval included: 

·         Child Support Financial Worker to Account Clerk

·         Child Support Assistant to Child Support Specialist

·         Corporation Counsel Assistant to Corporation Counsel Legal Assistant

·         Deputy Register in Probate/Judicial Assistant to Deputy Register in Probate

·         Register in Probate/Probate Registrar to Register in Probate/Probate Court Commissioner

·         Mental Health/AODA/Crisis Manager to Community and Behavioral Unit Manager

 

Implementation appeal recommendations included:

·         Social Worker I classifications (3) given credit for progression on anniversary date due ongoing turnover of Social Workers.

·         New employees (2) granted consideration of one year anniversary.

 

MOTION:  County Board Chair Koeppen moved and Supervisor Murphy seconded the motion to approve the recommended grade appeals; the title adjustment requests/recommendations; and implementation appeals as listed above.  All other appeals and requests denied.  Motion carried without a negative vote.

 

The HR Committee discussed placement of hires on the new compensation structures and any consideration of vacation/PTO benefits upon hire.  Certain positions may require special consideration on a case by case basis due to the nature of the position.  To the extent possible newly hired employees will be placed on the newly created structures at the hire rates.

The HR Committee scheduled another meeting for Monday, January 14th to discuss evaluation process pay-for-performance structures for Lakeview Manor and Department Heads.

 

HR Department monthly reportRecruitment: review of recruitment/terminations including scheduling for 9 days of interviews in December.  Wage and benefit issues included:  Health insurance and voluntary benefit enrollments completed for 2013.  The department is communicating with carriers on employee elections.  Aggregate result report from IHS on the 2012 Health Risk Assessments were reviewed.  Information update on Health Care Reform. Report on unemployment costs for 2012 to date. Labor relations:  updates on outstanding grievances.  Other matters: EEOC training January 24th & 25th.  Status update on the team development of the county performance evaluation form/process recommendations.

 

MOTION:  Supervisor Federwitz moved and Supervisor Murphy seconded the motion to approve the employee requests for vacation donation for C.L. and W.K. consistent with policy guidelines.  Motion carried without a negative vote.

 

Discussion of Interim CVSO due to an extended medical leave.   MOTION:  County Board Chair Koeppen moved and Supervisor Federwitz seconded the motion to approve the appointment of Cindy Roloff to the Interim CVSO effective January 9th.  Motion carried without a negative vote.

 

Discussion and consideration of request to work at home on an hourly basis for the current CVSO during a recovery period estimated to begin January 28th.  Listing of items to be worked on during this time period were reviewed.  MOTION:   Supervisor Murphy moved and Supervisor Federwitz seconded the motion to approve the request to work from home on a limited hourly basis for the CVSO beginning January 28th.  Motion carried without a negative vote.

 

Review of request for an extended vacation carryover.  No extenuating circumstances for the request existed.  MOTION:   Supervisor Federwitz moved and Chairman Barrington seconded the motion to deny the request to carry over an additional 32 hours of vacation beyond the 40 hours allowed by county policy.  Motion carried without a negative vote.

 

An employee request for consideration of allowing remaining vacation to be applied to the employee’s Extended Leave Bank (ELB) was reviewed.  This employee was on an extended medical leave of absence which did not allow for use of vacation.  MOTION:  Supervisor Murphy moved and County Board Chair Koeppen seconded the motion to grant the request to allow the unused vacation to be placed in the employee’s ELB on their next anniversary date.  Motion carried without a negative vote.

 

Review of the amended on-call/relief program for Lakeview Manor.  Changes from the previous program take into account the revisions to the compensation structure for employees of the facility.  The on-call program provides staffing for the facility that is more affordable than utilizing short-term coverage from a staffing agency.   MOTION:  Supervisor Murphy moved and Chairman Barrington seconded the motion to approve the revised on-call program for Lakeview Manor and forward it to the Finance & Human Resources Committee for action.  Motion carried without a negative vote.

 

Discussion on remaining personnel policies to be drafted for salary and wages and performance evaluations. 

 

MOTION:  Supervisor Federwitz moved and County Board Chair Koeppen seconded the motion to adjourn the meeting.  Motion carried without a negative vote.
