WAUPACA COUNTY HUMAN RESOURCES COMMITTEE

The Waupaca County HR Committee met in the Waupaca County Courthouse at 9:00 a.m. in meeting room 1068.  Chair Gary Barrington called the meeting to order and gave the open meeting statement.  Roll Call: Chair Gary Barrington, County Board Chair Dick Koeppen, Supervisor Gerald Murphy, and Supervisor DuWayne Federwitz all present.  

 

OPEN SESSION

 

MOTION:   Supervisor Murphy moved and County Board Chair Koeppen seconded the motion to approve the agenda.  Motion carried without a negative vote.

 

MOTION: Supervisor Federwitz moved and Supervisor Murphy seconded the motion to approve the minutes of the previous meeting.  Motion carried without a negative vote.

 

The HR Department monthly report was reviewed including updates on vacancies/recruitment/interview schedules.

 

Review and consideration of new positions for 2013.  Discussion of reorganization of the Communications Division of the Sheriff’s Department.  This will provide more direct and dedicated oversight to the division. MOTION: Supervisor Federwitz moved and County Board Chair Koeppen seconded the motion to recommend the replacement of the existing Corrections Sergeant position with a Captain.  Motion carried without a negative vote.  Pending review of the final job description the position is expected to have public safety duties and responsibilities which will qualify for protective status under the Wisconsin Retirement System.  The other position requests for at Detective Sergeant and a Support Technician will be placed on hold at this time.  If additional WRS contributions and/or insurance premium reductions for protective status employees are achieved funds may become available for further consideration of new positions.

 

Also discussed was the pending review of a Fiscal Director for the Department of Health and Human Services which will be considered by their committee of jurisdiction.

 

The results of the classification and compensation study found a number of positions that qualify for exempt status under the Fair Labor Standards Act.  Three of these positions are currently on a 36.25 hour workweek.  All current exempt salary compensated employees have a base workweek of 40 hours.  MOTION: Supervisor Federwitz moved and Supervisor Murphy seconded the motion to approve a 40 hour workweek for all exempt status employees defined by the classification and compensation study.  Motion carried without a negative vote.

 

Updates on status of compensation study communication meetings and appeals process.  Discussion regarding new employee hiring under the existing wage schedules or 2013 adopted compensation results.  The current hiring will remain status quo with existing wage schedules.

 

Request for vacation and wage reinstatement for a rehired employee with a limited break in service.  MOTION:   Supervisor Murphy moved and Chairman Barrington seconded the motion to approve movement to the 1 year rate and credit for prorated vacation benefits at 55% effective as of November 1, 2013.  Motion carried without a negative vote.

 

MOTION:   County Board Chair Koeppen moved and Supervisor Federwitz seconded the motion to adjourn the meeting.  Motion carried without a negative vote.  12:30 p.m.
