WAUPACA COUNTY HUMAN RESOURCES COMMITTEE

August 31, 2012

The Waupaca County HR Committee met in the Waupaca County Courthouse at 9:00 a.m. in meeting room 1068.  Chair Gary Barrington called the meeting to order and gave the open meeting statement.  Roll Call: Chair Gary Barrington, County Board Chair Dick Koeppen, Supervisor Gerald Murphy, and Supervisor DuWayne Federwitz all present.  Charlie Carlson of Carlson Dettmann Consulting also present.

OPEN SESSION

MOTION:   Supervisor Federwitz moved and Supervisor Murphy seconded the motion to approve the agenda.  Motion carried without a negative vote.

MOTION:   Supervisor County Board Chair Koeppen moved and Federwitz seconded the motion to approve the minutes of the previous meeting.  Motion carried without a negative vote.

MOTION:  Supervisor Murphy moved and County Board Chair Koeppen seconded the motion to go into closed session pursuant to WI State Statutes 19.85 (1) (c) for the purposes of reviewing classification and compensation data and consideration of negotiations with collective bargaining units.  Roll call vote: Roll Call: Chair Barrington, aye; County Board Chair Koeppen, aye; Supervisor Murphy, aye; Supervisor Federwitz, aye. 9:10 a.m.

CLOSED SESSION

MOTION:  Supervisor Murphy moved and Supervisor Federwitz seconded the motion to return to open session.  Roll call vote: Roll Call: Chair Barrington, aye; County Board Chair Koeppen, aye; Supervisor Murphy, aye; Supervisor Federwitz, aye.  11:50 a.m.

The HR Department monthly report was reviewed including updates on vacancies/recruitment/interview schedules.

The HR Department 2013 budget was reviewed.  MOTION:   Chair Barrington moved and Supervisor Federwitz seconded the motion to approve and forward the 2013 proposed budget for the HR Department on the Finance & HR Committee for further consideration.  Motion carried without a negative vote.

Only one new position request has been received at this time.  Further review of new positions to be reviewed at next month’s meeting.

MOTION:   Supervisor County Board Chair Koeppen moved and Murphy seconded the motion to approve the resolution to reduce the GIS Land Conservation position from full-time to .55 FTE and forward it to the full Finance & HR Committee for further consideration.  Motion carried without a negative vote.

MOTION:   Supervisor County Board Chair Koeppen moved and Murphy seconded the motion to approve the resolution to discontinue the Post Employment Health Plan due to lack of usage and forward it to the full Finance & HR Committee for further consideration.  Motion carried without a negative vote.

MOTION:   County Board Chair Koeppen moved and Supervisor Murphy seconded the motion to adjourn the meeting.  Motion carried without a negative vote.  12:45 p.m.
