WAUPACA COUNTY HUMAN RESOURCES COMMITTEE

The Waupaca County HR Committee met in the Waupaca County Courthouse at 8:45 a.m. in meeting room 1037.  Chair Gary Barrington called the meeting to order and gave the open meeting statement.  Roll Call: Chair Gary Barrington, County Board Chair Dick Koeppen, Supervisor Gerald Murphy, and Supervisor DuWayne Federwitz all present.  Also present Dean Steingraber and Mike Krueger

 

OPEN SESSION

 

MOTION:   Supervisor Murphy moved and Supervisor Federwitz seconded the motion to approve the agenda.  Motion carried without a negative vote.

 

MOTION:   Supervisor Federwitz moved and County Board Chair Koeppen seconded the motion to approve the minutes of the previous meeting.  Motion carried without a negative vote.

 

Dean Steingraber discussed a current vacancy for a Mechanic at the Highway Department.  We are moving ahead with recruitment, but discussed concerns about potential difficulty in recruiting.  Fox Valley Technical College offers a program to assist employers in obtaining trained Mechanics with the newest technologies. 

 

Also discussed the potential retirement of the current Metal Fabricator and the need to begin succession planning. The County has only one Metal Fabricator position and it is a critical position in the operations of the department.   Dean and Mike requested to move ahead with recruitment now to provide for adequate training.   MOTION:  Supervisor Murphy moved and County Board Chair Koeppen seconded the motion to approve starting recruitment and filling the position with an overlap in staffing.  Motion carried without a negative vote.

 

 

Charlie Carlson of Carlson Dettmann Consulting was present to discuss the status and critical aspects of the classification compensation study.  While he is here he will be finishing up with two departments following this meeting to finalize outstanding questions regarding job description questionnaires.  

 

The HR Department monthly report was reviewed including updates on vacancies/recruitment/upcoming interviews were discussed.  The current Branch I vacancy will filled utilizing an LTE Judicial Assistant until the end of the year.  Due to an extended medical leave, the Highway Department has approved an interim Bridge Forman for an estimated twelve weeks.  MOTION:   Supervisor Federwitz moved and Supervisor Murphy seconded the motion to approve filling a C.N.A. position which is vacant due to an extended employee absence and grant the employee an available position when eligible to return to duty.  Motion carried without a negative vote.  Other updates included labor relations matters, pending negotiations, outstanding grievances from 2011. 

 

Personnel Policies and Procedures were discussed.  Final policies on nepotism, recruitment and selection and conflict of interest were reviewed.  MOTION:   Supervisor Murphy moved and County Board Chair Koeppen seconded the motion to approve the policy revisions and forward to the Finance & Human Resources Committee for action.  Motion carried without a negative vote.

 

MOTION:   County Board Chair Koeppen moved and Supervisor Federwitz seconded the motion to approve a vacation carryover for A. Kraeger.  Motion carried without a negative vote.

 

MOTION:   Supervisor Murphy moved and Chair Barrington seconded the motion to approve a vacation carryover for S. Lawrence.  Motion carried without a negative vote.

 

Updates were provided on the status of the development of the countywide performance evaluation system.  Estimated time for completion will be this fall and will be presented to the committee for consideration.

 

MOTION:   County Board Chair Koeppen moved and Supervisor Murphy seconded the motion to adjourn the meeting.  Motion carried without a negative vote.  11:30 a.m.
