WAUPACA COUNTY HUMAN RESOURCES COMMITTEE

June 26, 2012

The Waupaca County HR Committee met in the Waupaca County Courthouse at 9:00 a.m. in meeting room 1068.  Chair Gary Barrington called the meeting to order and gave the open meeting statement.  Roll Call: Chair Gary Barrington, County Board Chair Dick Koeppen, Supervisor Gerald Murphy, and Supervisor DuWayne Federwitz all present.  

OPEN SESSION

MOTION:   Supervisor Murphy moved and Supervisor Federwitz seconded the motion to approve the agenda.  Motion carried without a negative vote.

MOTION:   Supervisor Federwitz moved and County Board Chair Koeppen seconded the motion to approve the minutes of the previous meeting.  Motion carried without a negative vote.

The HR Department monthly report was reviewed including updates on vacancies/recruitment/upcoming interviews were discussed and scheduled.  Employee request for unpaid leave was reviewed.  MOTION:   Supervisor Murphy moved and Supervisor Federwitz seconded the motion to approve the request.  Motion carried without a negative vote.

The Highway Department has a current vacancy for a Mechanic position.  Discussion regarding options for filling the vacancy and succession planning for a Metal Fabricator position.

Personnel Policies and Procedures were discussed.  Draft policies on nepotism and conflict of interest were reviewed.  Direction to proceed for review before final action to approve.

Updates were provided on the status of the classification compensation study and work groups for the development of a county-wide employee performance evaluation system.

MOTION:  County Board Chair Koeppen moved and Supervisor Murphy seconded the motion to go into closed session pursuant to WI State Statutes 19.85 (1) (c) for the purposes of reviewing the performance of a county employee.  Roll call vote: Roll Call: Chair Barrington, aye; County Board Chair Koeppen, aye; Supervisor Murphy, aye; Supervisor Federwitz, aye. 10:40 a.m.

CLOSED SESSION

MOTION:  Supervisor Murphy moved and Supervisor Barrington seconded the motion to adjourn the meeting in closed session.  Roll call vote: Roll Call: Chair Barrington, aye; County Board Chair Koeppen, aye; Supervisor Murphy, aye; Supervisor Federwitz, aye.  11:30 a.m.
