WAUPACA COUNTY HUMAN RESOURCES COMMITTEE

The Waupaca County HR Committee met in the Waupaca County Courthouse at 9:00 a.m. in meeting room 1037.  Chair Gary Barrington called the meeting to order and gave the open meeting statement.  Roll Call: Chair Gary Barrington, County Board Chair Dick Koeppen, Supervisor Gerald Murphy. Supervisor DuWayne Federwitz excused.  

 

OPEN SESSION

 

MOTION:   Supervisor Murphy moved and Supervisor Barrington seconded the motion to approve the agenda.  Motion carried without a negative vote.

 

MOTION:   County Board Chair Koeppen moved and Supervisor Murphy seconded the motion to approve the minutes of the previous meeting.  Motion carried without a negative vote.

 

The HR Department monthly report was reviewed including updates on vacancies/recruitment/upcoming interviews were discussed and scheduled.  Mandy reported on a request from a resigning employee to allow full payout of the 2012 PTO days.  The personnel policies and procedures provide that employees leaving Waupaca County prior to July 1st are entitled to half the annual allotment of PTO days.  Employees that leave after July 1st receive the full year’s allotment of PTO days.  MOTION:   Supervisor Murphy moved and Supervisor Barrington seconded the motion to deny the request.  Motion carried without a negative vote.

 

Status updates on the classification/compensation study.  Department Head meetings will be held June 11th & 12th to go over questions regarding the job description questionnaires (jdq’s) submitted by employees.

 

An update was also provided regarding the performance evaluation committees working on developing the County’s performance evaluations system.

 

Personnel Policies and Procedures were discussed.  Sample policies on nepotism and conflict of interest were reviewed.  Further evaluation and consideration is needed.

 

MOTION:  Supervisor Murphy moved and County Board Chair Koeppen seconded the motion to go into closed session pursuant to WI State Statutes 19.85 (1) (c) (f) for the purposes of reviewing grievances and review of an employee complaint.  Roll call vote: Roll Call: Chair Barrington, aye; County Board Chair Koeppen, aye; Supervisor Murphy, aye. 9:45 a.m.

 

CLOSED SESSION

 

MOTION:  County Board Chair Koeppen moved and Supervisor Murphy seconded the motion to return to open session.  Roll call vote: Roll Call: Chair Barrington, aye; County Board Chair Koeppen, aye; Supervisor Murphy, aye.  10:10 a.m.

 

MOTION:  Supervisor Murphy moved and County Board Chair Koeppen seconded the motion to adjourn the meeting.  Motion carried without a negative vote.  10:15 a.m.
