WAUPACA COUNTY HUMAN RESOURCES COMMITTEE

April 24, 2012

The Waupaca County HR Committee met in the Waupaca County Courthouse at 9:00 a.m. in meeting room 1037.  Chair Gary Barrington called the meeting to order and gave the open meeting statement.  Roll Call: Chair Gary Barrington, County Board Chair Dick Koeppen, Supervisor Gerald Murphy and Supervisor DuWayne Federwitz present.  

OPEN SESSION

MOTION:   County Board Chair Koeppen moved and Supervisor Murphy seconded the motion to approve the agenda.  Motion carried without a negative vote.

MOTION:   Supervisor Murphy moved and Supervisor Barrington seconded the motion to approve the minutes of the previous meeting.  Motion carried without a negative vote.

MOTION:   County Board Chair Koeppen moved and Supervisor Murphy seconded the motion to nominate and approve unanimously Supervisor Barrington to service as committee chair.  Motion carried without a negative vote.

MOTION:   Supervisor Federwitz moved and Supervisor Murphy seconded the motion to nominate and approve unanimously County Board Chair Koeppen to service as committee vice chair.  Motion carried without a negative vote.

The HR Department monthly report was reviewed including updates on vacancies/recruitment.  Upcoming interviews were discussed and scheduled. 

Roger Holman and Brian Haase joined the meeting to discuss the staffing in the Land & Water Division of the Department of Environmental Resource Management.  The Secretary I position in the office has been vacant for several months and they have had time to evaluate what is needed in the office.  MOTION:   Supervisor Barrington moved and Supervisor Murphy seconded the motion to approve, subject to the approval of the Land and Water Conservation Committee, to eliminate the full-time Secretary I and replace it with a part-time 20 hr/wk Secretary I position. Motion carried without a negative vote.

Updates were given on the status of the classification/compensation study currently underway.  Any new positions not currently on the Table of Organization for the County need to be handled through the standard process for requesting new positions during the budget process.  

MOTION:  Supervisor Murphy moved and Supervisor Federwitz seconded the motion to go into closed session pursuant to WI State Statutes 19.85 (1) (c) (g) for the purposes of any grievance action and conferring with legal counsel regarding status of pending litigation.  Roll call vote: Roll Call: Chair Barrington, aye; County Board Chair Koeppen, aye; Supervisor Murphy, aye; and Supervisor Federwitz, aye.  10:45 a.m.

CLOSED SESSION

MOTION:  Supervisor Murphy moved and County Board Chair Koeppen seconded the motion to return to open session.  Roll call vote: Roll Call: Chair Barrington, aye; County Board Chair Koeppen, aye; Supervisor  Murphy, aye; Supervisor Federwitz, aye.  11:05 a.m.

MOTION:  Supervisor Murphy moved and County Board Chair Koeppen seconded the motion to adjourn the meeting.  Motion carried without a negative vote.  11:05 a.m.
