WAUPACA COUNTY HUMAN RESOURCES COMMITTEE

The Waupaca County HR Committee met in the Waupaca County Courthouse at 9:00 a.m. in meeting room 1037.  Chair Gary Barrington called the meeting to order and gave the open meeting statement.  Roll Call: Chair Gary Barrington, County Board Chair Dick Koeppen and Supervisor Gerald Murphy present.  

 

OPEN SESSION

 

MOTION:   County Board Chair Koeppen moved and Supervisor Murphy seconded the motion to approve the agenda.  Motion carried without a negative vote.

 

MOTION:   Supervisor Murphy moved and County Board Chair Koeppen seconded the motion to approve the minutes of the previous meeting.  Motion carried without a negative vote.

 

MOTION:  Supervisor Murphy moved and County Board Chair Koeppen seconded the motion to go into closed session pursuant to WI State Statutes 19.85 (1) (c) for the purposes of hearing grievances at the 3rd step with Law Enforcement Officers Association – Local 2771.  Roll call vote: Roll Call: Chair Gary Barrington, County Board Chair Dick Koeppen and Supervisor Gerald Murphy, aye.  9:10 a.m.

 

CLOSED SESSION

 

MOTION:  Supervisor Murphy moved and County Board Chair Koeppen seconded the motion to return to open session.  Roll call vote: Roll Call: Chair Gary Barrington, County Board Chair Dick Koeppen and Supervisor Gerald Murphy, aye.  9:50 a.m.

 

MOTION:  Supervisor Murphy moved and County Board Chair Koeppen seconded the motion to approve a vacation carryover consistent with the county policy.  Motion carried without a negative vote.

 

Discussion and action by the DHHS Board in December authorized the option to the department to replace an existing management position with a lead worker as a result of the significant changes in the Economic & Employment Support Division.  There is currently one other Lead Worker in the division.  MOTION:  Supervisor Murphy moved and County Board Chair Koeppen seconded the motion to move forward with the elimination of the Family Unit Manager in the Economic & Employment Support Division of the Department of Health and Human Services and replace it with a Lead Worker position.  Motion carried without a negative vote.

 

To allow for the ability to capture revenue by creating a restorative program, Lakeview Manor Board recommended for approval the creation of a Restorative Aide without adding any additional positions to the table of organization.  MOTION:   County Board Chair Koeppen moved and Supervisor Murphy seconded the motion to approve the creation of a Restorative Aide position at Lakeview Manor in the place of existing Certified Nursing Assistant.  Motion carried without a negative vote.

 

Discussion of Lakeview Manor Attendance policy and action by the Lakeview Manor Board to implement effective as of the policy distribution on August 10, 2011.

 

MOTION:  Supervisor Murphy moved and Chair Barrington seconded the motion to amend the existing overtime policy, pursuant to FLSA Section 7(k), and designate a 14 day work period for qualified law enforcement employees including the classifications of Corrections Sergeants, Corrections Officers, and Patrol Sergeants.  Waupaca County will replace the provision to pay after 40 hours worked per week to pay after 80 hours worked in the designated work period.  Motion carried without a negative vote.

 

Updates were provided regarding the status of moving forward with the countywide compensation study.  Employee meetings will be held next week at all locations.

 

MOTION:  Supervisor Murphy moved and County Board Chair Koeppen seconded the motion to adjourn the meeting.  Motion carried without a negative vote.  10:35 a.m.
