WAUPACA COUNTY HUMAN RESOURCES COMMITTEE

The Waupaca County HR Committee met in the Waupaca County Courthouse at 9:00 a.m. in meeting room 1068.  Vice Chair Gerald Murphy called the meeting to order and gave the open meeting statement.  Roll Call: Chair Gary Barrington, excused. County Board Chair Dick Koeppen and Supervisor Gerald Murphy present.  

 

OPEN SESSION

 

MOTION:   County Board Chair Koeppen moved and Supervisor Murphy seconded the motion to approve the agenda.  Motion carried without a negative vote.

 

MOTION:   Supervisor Murphy moved and County Board Chair Koeppen seconded the motion to approve the minutes of the January 31st meeting.  Motion carried without a negative vote.

 

Salaries for the elected officials (Register of Deeds, County Treasurer, and County Clerk) need to be set for 2013-2016 term by April 1st 2012.  The committee reviewed external and internal comparable salaries and discussed with the elected officials points of consideration.  A meeting will be scheduled for March 12th to allow the committee to review additional information and to allow for the full committee to be present.  In addition to passing a resolution for the elected salaries a separate resolution would need to be passed if any adjustment in compensation would be made for the Administrative Coordinator responsibilities.

 

The HR Department monthly report was reviewed.  Updates were provided on resignations/retirements, vacancies and existing recruitment.  The eSuites HR Portal for employees to securely access payroll information including direct deposit statements was distributed to all employees.  Payroll checks will no longer be printed beginning with the March 23rd payroll.  A summary report on insurance enrollment, unemployment and workers compensation for 2012 was reviewed.  Updates on outstanding grievances and negotiations were reviewed.

 

Personnel Policies and Procedures updates.  Section 6 - County Property was shared for review.  MOTION:   County Board Chair Koeppen moved and Supervisor Murphy seconded the motion to approve the policy and forward to Finance & HR Committee for consideration.  Motion carried without a negative vote. 

 

Also discussed were proposals to amend the overtime policy for Sheriff’s Department employees.  The Committee determined the policy should have review by the Department Head Management Team for any feedback or amendments.  Next Department Head meeting is scheduled for March 13th.

 

Other policies being worked on include Recruitment & Selection; Performance Evaluations; and Classification and Compensation.  

 

Follow up discussion regarding the status review of the Highway Department Table of Organization discussed last month.   Need to review classifications or consolidation of classes could be reviewed as part of a county-wide classification and compensation study being considered.

 

A comprehensive classification and compensation study of all county positions was discussed.  Charlie Carlson from Carlson Consulting will be attending the Finance & HR Committee meeting to present information regarding a study.  The cost of a study will vary depending on the scope.

 

Discussion regarding the communication received by the committee members referencing the proposal presented at last month’s meeting for compensation in Branch I.  No action taken.

 

MOTION:   County Board Chair Koeppen moved and Supervisor Murphy seconded the motion to adjourn the meeting.  Motion carried without a negative vote.  11:05 a.m.
