WAUPACA COUNTY HUMAN RESOURCES COMMITTEE

January 31, 2012

 

The Waupaca County HR Committee met in the Waupaca County Courthouse at 9:00 a.m. in meeting room 1068.  Vice Chair Gerald Murphy called the meeting to order and gave the open meeting statement.  Roll Call: Chair Gary Barrington, excused. County Board Chair Dick Koeppen and Supervisor Gerald Murphy present.  

 

OPEN SESSION

 

MOTION:   County Board Chair Koeppen moved and Supervisor Murphy seconded the motion to approve the agenda.  Motion carried without a negative vote.

 

MOTION:   Supervisor Murphy moved and County Board Chair Koeppen seconded the motion to approve the minutes of the November 22nd and December 6th previous meetings.  Motion carried without a negative vote.

 

Review and discussion of the proposal for staff compensation in Circuit Courts Branches I & II.  The proposed request included a reclassification of the Deputy Register in Probate and the Juvenile Court Clerk/Judicial Assistant positions.  Additionally the request included temporary compensation due to the current vacancy of the Branch I Judicial Assistant.  Judges Kirk, Hoffmann and Huber all present.  The Committee determined the issue should be tabled.

 

Clerk of Circuit Courts, Terrie Tews was available at the meeting and the agenda item regarding staffing in the Clerk of Courts Department was moved up for discussion.  Terrie explained their office is presently down a number of positions and currently there is not anyone in the office meeting the necessary qualifications to move into the vacant Deputy position.  Terrie requested to temporarily fill the Deputy position with a Clerk Typist for a period of one year.  After one year the Deputy position will be restored and there will be an opportunity for all staff to apply.  The Clerk Typist position will then be eliminated.  Since it is likely the Deputy position will be filled by one of the existing Clerk Typists, there would not be a need to lay off any employees with the position elimination.   MOTION:   County Board Chair Koeppen moved and Supervisor Murphy seconded the motion to approve filling the Deputy Clerk of Courts vacancy with a Clerk Typist for a period of one year after which the Clerk Typist position will be eliminated and the Deputy Clerk of Courts position will be filled through recruitment.  Motion carried without a negative vote.

 

Employee request for a vacation donation was reviewed.  The request meets all the requirements of the County’s policy for vacation donation.  MOTION:   County Board Chair Koeppen moved and Supervisor Murphy seconded the motion to approve the employee’s vacation donation request.  Motion carried without a negative vote.

 

Highway Commissioner Dean Steingraber joined the meeting to discuss the Table of Organization for the Highway Department.  They are in the beginning stages of reviewing the existing organizational structure for potential changes and updates. 

 

Review and discussion of HR Department monthly report.  Update on recruitments, retirements, and vacant positions.

 

County Personnel Policies and Procedures updates.  Status of policies updates/development of sections on Use of County Property and Performance Evaluations.  Also discussed were needed adjustments to the overtime provisions in the policies.  Recommendations will be presented at the next meeting.

 

MOTION:  County Board Chair Koeppen moved and Supervisor Murphy seconded the motion to go into Closed Session pursuant to WI State Statues 19.85 (1)(c)(g) for the purposes of conferring with legal counsel regarding status of pending litigation.  Roll Call Vote:  Supervisor Murphy, aye; County Board Chair Koeppen, aye.  12:00 p.m.

 

CLOSED SESSION

 

MOTION:   County Board Chair Koeppen moved and Supervisor Murphy seconded the motion to adjourn in Closed Session.  Roll Call Vote:  Supervisor Murphy, aye; County Board Chair Koeppen, aye.  12:15 p.m.
