March 20, 2015 Highway Committee Meeting

Chairman Flease called the meeting of the Waupaca County Highway Committee to order at 9 a.m. in the Waupaca County Highway office. Open meeting statement was noted.

 

Members present – Chairman Flease, Supervisors Jonely, Much, and McClone. Supervisor Aasen was excused.

 

Also present Jill Lodewegen, Highway Office Specialist; and Dean Steingraber, Highway Commissioner. At 10 a.m. Dave and Sally Thiel from Thiel’s Pit and Tom Burch and Chris Loken from American Asphalt joined the meeting.

 

MOTION Much/Jonely to approve the minutes of the March 6, 2015 regular Committee Meeting.  Carried without a negative vote.

MOTION Jonely/McClone to approve the March 20, 2015 meeting agenda of the Highway Committee. Carried without a negative vote.

 

The Committee members reviewed one bill batch dated 3/12/15.  MOTION McClone/Much to approve the bill batch as presented.  Carried without a negative vote.

 

Mr. Steingraber distributed the Commissioner’s Report which included:

·         Calendar dates that involve the Committee

·         Department projects

·         Financial Reports

 

Mr. Steingraber recommended the committee approve the 2016-2020 Highway Improvement Plan which was presented and reviewed at the previous meeting. MOTION Jonely/McClone to approve the 2016-2020 Highway Improvement Plan. Carried without a negative vote.

Mr. Steingraber recommended the committee grant an additional access on CTH W for parcel 02-23-31-2. MOTION Much/McClone to grant an additional access on CTH W for parcel 02-23-31-2.  Carried without a negative vote.

Mr. David Thiel, Mrs. Sally Thiel, Mr. Burch and Mr. Loken joined the meeting. They discussed current agreement between Waupaca County and the Thiels. Further discussion regarding the possibility of having American Asphalt take over the responsibilities of operating the pit and ultimate reclamation of the pit. The Thiels were agreeable. New agreements between Waupaca County, Thiels and American Asphalt would be required. They then left the meeting.

Mr. Steingraber recommended that the committee accept the bid of American Asphalt Inc for $268,801 for the CTH F (Lincoln St to Termini) CHI project for Asphaltic Mixture Production. MOTION Jonely/Much to accept the bid of American Asphalt Inc for $268,801 for the CTH F (Lincoln St to Termini) CHI project for Asphaltic Mixture Production. Carried without a negative vote.

Mr. Steingraber requested permission to advertise for a multipurpose trailer. MOTION McClone/Jonely to advertise for a multipurpose trailer. Carried without a negative vote.

Mr. Steingraber recommended that the committee withdraw the award of the Sign Maintenance Vehicle Equipment for $69,120.25 from Flannegan Western due to inability to supply the equipment. He recommended that the committee allow him to reassign the work to Waupaca Machine & Repair for $49,800, Wausau Hydraulics & Machine for $11,234.97 and about $5,000 expenses of work that we will do for a total of $66,034.97. MOTION McClone/Jonely to reassign the Sign Maintenance Vehicle Equipment to Waupaca Machine & Repair for $49,800, Wausau Hydraulics & Machine for $11,234.97 and about $5,000 expenses of work that we will do for a total of $66,034.97. Carried without a negative vote.
