March 6, 2015 Highway Committee Meeting

Chairman Flease called the meeting of the Waupaca County Highway Committee to order at 9 a.m. in the Waupaca County Highway office. Open meeting statement was noted.

 

Members present – Chairman Flease, Supervisors Jonely, Much, and Aasen. Supervisor McClone was excused.

 

Also present Doug Golding; Jill Lodewegen, Highway Office Specialist; and Dean Steingraber, Highway Commissioner.

 

MOTION Jonely/Much to approve the minutes of the February 20, 2015 regular Committee Meeting.  Carried without a negative vote.

Mr. Flease suggested to move a portion of item 20 to the beginning of the meeting for Mr. Golding’s portion. MOTION Aasen/Much to approve the March 6, 2015 meeting agenda of the Highway Committee. Carried without a negative vote.

 

The committee presented Doug Golding with a plaque, certificate and resolution thanking him for his over 33 years of service. MOTION Jonely/Much to approve a resolution thanking Doug Golding for over 33 years of service at the Waupaca County Highway Department. Carried without a negative vote.

 

Mr. Golding left meeting.

 

The Committee members reviewed one bill batch dated 2/26/15.  MOTION Jonely/Much to approve the bill batch as presented.  Carried without a negative vote.

 

Mr. Steingraber distributed the Commissioner’s Report which included:

·         Calendar dates that involve the Committee

·         Department projects

·         Financial Reports

 

Mr. Steingraber recommended the committee approve the 2015 Cost Incident to Labor Rate of 80.68% which is an increase from 62.8% in 2014. MOTION Jonely/Much to approve the 2015 Cost Incident to Labor Rate of 80.68%. Carried without a negative vote.

Mr. Steingraber recommended the committee approve the 2015 Small Tools Rate of 1.1% which is a decrease from 1.3% in 2014. MOTION Much/Jonely to approve the 2015 Small Tools Rate of 1.1%. Carried without a negative vote.

Mr. Steingraber recommended the committee approve a $60,000 Wisconsin Department of Transportation Local Force Account Contract for paving on STH 54. MOTION Jonely/Aasen to approve the $60,000 Wisconsin Department of Transportation Local Force Account Contract for paving on STH 54. Carried without a negative vote.

Mr. Steingraber recommended the committee approve the creation of a new position of an Engineering Technician and asked that it be sent on to the Human Resource Committee for review and to be assigned a wage grade. MOTION Much/Aasen to approve the creation of a new position of an Engineering Technician and to send to Human Resource Committee for review and wage grade. Carried without negative vote.

Mr. Steingraber presented cost for purchasing field operations t-shirts again this year as well as some additional clothing options. Mr. Steingraber recommended allowing both field and office personnel a $35 allowance, which is the approximate cost to supply 5 t-shirt each year, to be spent towards Highway clothing choices of t-shirt, long sleeve t-shirt, sweatshirts etc, of their choice. Additional items could be purchased at employees expense. MOTION Much/Jonely to offer field and office personnel a $35 Highway clothing allowance. Carried without a negative vote.

Mr. Steingraber presented the bid tabulation for the City of Marion Building Demolition 50%/50% cost share with the City of Marion. He recommended low bid of Legacy Construction, option A for $8,435 if bond and references were received. MOTION Much/Aasen to award Building Demolition to Legacy Construction for option A for $8,435 if bond and references were received. Carried without a negative vote.

Mr. Steingraber presented the Miscellaneous Materials bid tabulation with the recommendation to accept all bids and use whichever bid is most advantageous to the County for each project. MOTION Much/Jonely to accept all Miscellaneous Material bids and use whichever is the most advantageous to the County for each project. Passed without a negative vote.

MOTION Jonely/Much to adjourn at 11:30 a.m.  Carried without a negative vote.
