January 9, 2015 Highway Committee Meeting

Chairman Flease called the meeting of the Waupaca County Highway Committee to order at 9 a.m. in the Waupaca County Highway office. Open meeting statement was noted.

 

Members present – Chairman Flease, Supervisors Jonely, Much, Aasen, and McClone.

 

Also present Patrick Wetzel, City of Weyauwega, Jill Lodewegen, Highway Office Specialist, and Dean Steingraber, Highway Commissioner.

 

MOTION Jonely/Much to approve the minutes of the December 12, 2014 regular Committee Meeting.  Carried without a negative vote.

MOTION McClone/Much to approve the January 9, 2015 meeting agenda of the Highway Committee with the addition of the Town of Larrabee to item number 21 and a 10 a.m. appointment with Jeff Bodoh, City of New London. Carried without a negative vote.

 

The Committee members reviewed two (2) bill batches dated 12/18/14 and 12/30/14.  MOTION Jonely/Much to approve the bill batches as presented.  Carried without a negative vote.

 

Mr. Wetzel discussed with the committee the Department taking on three road segments of the City of Weyauwega for snow plowing. The committee agreed to extending a service contract of 3 or 5 years for 1.9 miles of snowplowing. Mr. Wetzel will present the contracts to Weyauwega City Council.

 

Mr. Steingraber distributed the Commissioner’s Report which included:

·         Calendar dates that involve the Committee

·         Department projects

 

Mr. Steingraber recommended that the committee approve the CTH I (CTH Y and Paape Road Intersections) Design/Right of Way project payment for parcel #16 for the Carol Shepardson Estate in the amount of $275. MOTION Aasen/Much to approve the CTH I (CTH Y and Paape Road Intersections) Design/Right of Way project payment for parcel #16 for the Carol Shepardson Estate in the amount of $275. Carried without a negative vote.

Mr. Steingraber recommended that the committee approve the contract amendment for an additional $30,735.28 for the CTH J Bridge Design/Right of Way project bringing the total to $76,203.29 with 80% federal funds and 20% county funds. Carried without a negative vote.  

Mr. Steingraber discussed meeting with Secretary Gottlieb on December 17 regarding repayment of the $99,483.81 design invoice for the CTH Q (STH 54 to Round Lake Road) invoice. MOTION Aasen/Jonely to pay invoice in one lump sum and continue the estimated 2016 work date with the modification to reconstruct from Round Lake Road thru curve and then reclaim, shape and pave remaining section to STH 54. Carried without a negative vote.

Mr. Steingraber recommended that the committee pay the 2015 Permit Fee of $1,525 for the NR 135-Non Metallic Mining Reclamation Program. MOTION McClone/Much to pay the 2015 Permit Fee of $1,525, 2015 for the NR 135-Non Metallic Mining Reclamation Program. Carried without a negative vote.

Mr. Jeff Bodah joined the meeting at 10 a.m. and discussed the CTH D (Division Street) project. Mr. Bodoh requested consideration for this project to be included in Waupaca County 2016-2020 Highway improvement Plan.

Mr. Steingraber recommended that the committee approve a 5 year service agreement with the Village of Ogdensburg in the amount of $2,580 per year and a total five year contract of $12,900. MOTION Jonely/Aasen to approve the 5 year service agreement with the Village of Ogdensburg in the amount of $2,580 per year and a total five year contract of $12,900. Carried without a negative vote.

Mr. Steingraber presented a 60/40 brush cutting petition from the Town of Larrabee for 1st Street with the recommendation that the committee approve with time and weather permitting. MOTION Much/Jonely to approve the Town of Larrabee 60/40 brush cutting petition with time and weather permitting. Carried without a negative vote.

Mr. Steingraber requested permission to advertise and/or offer back eight (8) part time general laborer positions and two (2) Engineering Assistant Positions per the table of organization for the 2015 season. MOTION McClone/Aasen to advertise and/or offer back eight (8) part time general laborer positions and two (2) Engineering Assistant Positions per the table of organization for the 2015 season. Carried without a negative vote.

Mr. Steingraber requested permission to advertise for bid the following equipment: 4-door crew cab truck, truck tandem quad axle with plow options, quad-axel accessories, sign maintenance vehicle cab chassis, sign maintenance vehicle equipment, hydraulic wheeled excavator, crawler bulldozer and 185 C.F.M. air compressor. MOTION Much/McClone to advertise for equipment. Carried without a negative vote.

MOTION Aasen/McClone to adjourn at 11:42 a.m.  Carried without a negative vote
