October 3, 2014 Highway Committee Meeting

Chairman Flease called the meeting of the Waupaca County Highway Committee to order at 7:30am in the Waupaca County Highway office.

Members present – Chairman Flease, Supervisors Jonely, Much, McClone, and Aasen

Also present – Jill Lodewegen, Administrative Assistant, Dean Steingraber, Highway Commissioner

Chairman Flease presented the open meeting statement.

MOTION Jonely/Much to approve the minutes of the September 19, 2014 regular Committee Meeting.  Passed, voice vote.

MOTION Much/Jonely to approve the October 3, 2014 meeting agenda of the Highway Committee.  Passed, voice vote.

The Committee members reviewed one (1) bill batch dated 9/25/14.  MOTION McClone/Jonely to approve the bill batches as presented.  Passed, voice vote.

Mr. Steingraber distributed the Commissioner’s Report which included:

· Calendar dates that involve the Committee

· Department projects

· Financial Reports

Mr. Steingraber discussed with the committee the CTH E project, noting that all Right of Way was purchased and all conveyance of rights secured for utilities other than AT&T. He recommended that the committee retain the services of Richard Carlson, attorney because AT&T’s attorney has asked to discussed with our corporate council our dispute as to who should pay to move utilities per Waupaca County Ordinance. MOTION McClone/Much to retain the services of Richard Carlson, attorney if County Board chair Dick Koeppen was in agreement. Passed, voice vote.

Mr. Steingraber recommended that he sign the Wisconsin Department of Transportation 2015 Certified Mileage for Waupaca County of 333.74 miles. MOTION Much/McClone to sign the Wisconsin Department of Transportation 2015 Certified Mileage for Waupaca County of 333.74 miles. Passed, voice vote.

Mr. Steingraber recommended that the committee accept a proposed agreement with MCC to screen sand for $.80 a ton at Thiel’s pit. Current pricing per ton for sand is $1.50 and the committee recommended raising that price to $1.60 a ton.  MOTION Jonely/Aasen to go into agreement with MCC to screen sand for $0.80 a ton at Thiel’s pit. Passed voice vote.

The committee left the Highway office to review the Waupaca County Road System.

MOTION Jonely/Aasen to adjourn at 2:35 p.m.  Passed, voice vote.
