July 24, 2014 Highway Committee Meeting
Chairman Flease called the meeting of the Waupaca County Highway Committee to order at 9:00 a.m. in the Waupaca County Highway office.
Members present – Chairman Flease, Supervisors Jonely, Much and McClone. Supervisor Aasen was excused.
Also present: Al Kriesel and Kurt Schwan, Steve Lawrenece Foreman, Lance Penney Field Operations Managers/Deputy Commissioner, Jill Lodewegen, Administrative Assistant, Dean Steingraber, Highway Commissioner.
Chairman Flease presented the open meeting statement.
MOTION McClone/Much to approve the minutes of the July 14, 2014 regular Committee Meeting. Passed, voice vote.
MOTION Jonely/Much to approve the July 24, 2014 meeting agenda of the Highway Committee. Passed, voice vote.
The Committee members reviewed two (2) bill batches dated July 14 & July 17, 2014. MOTION Jonely/McClone to approve the bill batches as presented. Passed, voice vote.
The committee presented Mr. Kurt Schwan and Mr. Al Kriesel certificate of appreciation for attending and completing the bridge inspector program. Mr. Kriesel, Mr. Schwan and Mr. Lawrence then left the meeting.
Mr. Steingraber distributed the Commissioner’s Report which included;
Mr. Steingraber requested to advertise for bridge repair work for CTH “C” bridge once the DNR permits the work. MOTION McClone/Much to advertise for bridge repair work for CTH “C” bridge once the DNR permits the work. Passed, voice vote.
Mr. Steingraber recommended that the committee approve the CTH “D” (Spurr Rd to USH 45) revised State/Municipal Agreement with estimated cost of $584,670 with 80% Federal funded ($467,736) and 20% County funded ($116,934). Mr. Steingraber recommended that the committee approve the CTH “E” (Waushara County Line to High Point Ridge) Design/Right of Way project payment for parcel #3 for $175. MOTION Much/McClone to approve the CTH “E” (Waushara County Line to High Point Ridge) Design/Right of Way project payment for parcel #3 for $175. Passed, voice vote.
Mr. Steingraber recommended that the committee approve the 2015 technology budget to be submitted to the Waupaca County Information Systems Department for consideration. The budget included an estimated $15,000 worth of equipment purchases to include one desktop computer, one scanner, one bar coding system and one video conferencing system. Mr. Steingraber recommended that the committee approve the 2015 Highway Department Table of Organization. MOTION Jonely/Much to approve the 2015 Highway Department Table of Organization. Passed, voice vote.
Mr. Steingraber requested the Job Description Questionnaire for the Assistant Field Operations Manager position be approved and submitted to the Human Resource department for grading. MOTION Jonely/McClone to submit the Job Description Questionnaire for the Assistant Field Operations Manager to the Human Resource department for grading. Passed, voice vote.
Mr. Steingraber requested that the department submit the Field Operations Manager/Deputy Highway Commissioner and Program Assistant (Administrative Assistant) positions to Human Resources for reclassification.
