June 24, 2014 Highway Committee Meeting

 

Chairman Flease called the meeting of the Waupaca County Highway Committee to order at 8:00 a.m. in the Waupaca County Courthouse Room LL43.

 

Members present – Chairman Flease, Supervisors Jonely, Much, Aasen and McClone.  

 

Also present: Roger Holman, Waupaca County Parks and Recreation Director, Jill Lodewegen, Administrative Assistant,   Dean Steingraber, Highway Commissioner.

 

Chairman Flease presented the open meeting statement.

 

MOTION Jonely/McClone to approve the minutes of the June 13, 2014 regular Committee Meeting.  Passed, voice vote.

 

MOTION McClone/Much to approve the June 24, 2014 meeting agenda of the Highway Committee.  Passed, voice vote.

 

The Committee members reviewed one (1) bill batch dated June 19, 2014.  MOTION Jonely/Aasen to approve the bill batch as presented.  Passed, voice vote.

 

Mr. Steingraber recommended that the committee approve the revised Right of Way plat and relocation order for the CTH “E” (Waushara County Line to High Point Ridge) Design/Right of Way project. MOTION Much/Aasen to approve the revised Right of Way plat and relocation order for the CTH “E” (Waushara County Line to High Point Ridge) Design /Right of Way project. Passed, voice vote.

 

Mr. Steingraber discussed a letter from the Town of Larrabee requesting a walking and biking lane along a section of CTH “I” be considered while the department is constructing the new intersections on CTH “I”. MOTION McClone/Much to have Mr. Steingraber look into cost to design, buy Right of Way and construct a walking and biking lane along a section of CTH “I” and present cost to Town of Larrabee and possible other municipalities that may be interested in sharing cost to construct. Passed, voice vote.

 

Mr. Steingraber recommended that the committee approve the state/municipal performance based maintenance agreement to router and rubber crack fill with the Wisconsin Department of Transportation for $68,098 for STH 22 from the Portage County Line to USH 10 and $57,928 for STH 22/54 by-pass from USH 10 intersection to STH 54 Roundabout. The committee discussed the CTH “K”/Little Hope Dam. MOTION Jonely/Much that the Waupaca County Highway Department will not have any expenses related to planning, design, reconstruction of CTH “K” and/or bridge as it relates to any removal or replacing of the dam. Passed, voice vote.

 

Mr. Steingraber requested that the committee approve posting internally for an Equipment Operator II position vacated due to a retirement. MOTION Aasen/Much to post internally for an equipment operator II position vacated due to a retirement Passed, voice vote.

 

MOTION Much/McClone to adjourn at 8:50 a.m..  Passed, voice vote.
