June 13, 2014 Highway Committee Meeting

 

Chairman Flease called the regular meeting of the Waupaca County Highway Committee to order at   9:00 a.m. in the Waupaca County Highway Office conference room.

 

Members present – Chairman Flease, Supervisors Jonely, and McClone.  Supervisors Much and  Aasen were excused.

 

Also present: Brennan Kane and Henry Veleker, City of Waupaca, Jill Lodewegen, Administrative Assistant,   Dean Steingraber, Highway Commissioner.

 

Chairman Flease presented the open meeting statement.

 

MOTION Jonely/McClone to approve the minutes of the May 30, 2014 regular Committee Meeting.  Passed, voice vote.

 

MOTION McClone/Jonely to approve the June 13, 2014 regular meeting agenda of the Highway Committee.  Passed, voice vote.

 

The Committee members reviewed one (1) bill batch dated June 5, 2014.  MOTION Jonely/McClone to approve the bill batch as presented.  Passed, voice vote.

 

Mr. Steingraber distributed the Commissioner’s Report which included;

 

Mr. Kane and Mr. Veleker from the City of Waupaca joined the meeting to discuss future Waupaca Highway Facility Site Plan Development and how the property for the site located on CTH “A” could be annexed into the City. The committees expressed their desires to get the process started due to the Wisconsin Department of Transportation providing funding to build a larger salt shed for the Waupaca Shop in 2016. They stated that there was not room at the current location that would accommodate the new shed so it made sense to start this process as soon as possible so that design of the shed and site prep could be done in 2015.

 

Mr. Steingraber recommended that the committee approve the state/municipal agreement with the Wisconsin Department of Transportation for the design of CTH “B” (STH 49 to Ogdensburg) for a total agreement cost of $165,750 which is 80% ($132,600) Federally funded and 20% ($33,150) County funded. MOTION McCone/Jonely to approve the state/municipal agreement with the Wisconsin Department of Transportation for the design of  CTH “B” (STH 49 to Ogdensburg) for a total agreement cost of $165,750 which is 80% ($132,600) Federally funded and 20% ($33,150) County funded. Passed, voice vote.

 

Mr. Steingraber recommended that the committee approve the following payments for the CTH “E” (Waushara County Line to High Point Ridge) Design/Right of Way project:

 

 

MOTION Jonely/McClone to approve the right of way purchases for the CTH “E” (Waushara County Line to High Point Ridge) project. Passed, voice vote.

 

Mr. Steingraber recommended that the committee approve the state/municipal agreement with the Wisconsin Department of Transportation for the design and construction of CTH “E” Bridge (Berlin Street) for a total agreement cost of $793,600 which is 80% ($634,880) Federally funded and 20% ($158,720) County funded. MOTION McCone/Jonely to approve the state/municipal agreement with the Wisconsin Department of Transportation for the design and construction of  CTH “E” Bridge (Berlin Street) for a total agreement cost of $793,600 which is 80% ($634,880) Federally funded and 20% ($158,720) County funded. Passed, voice vote.

 

Mr. Steingraber recommended that the committee approve the state/municipal agreement with the Wisconsin Department of Transportation for the design and construction of CTH “J” Bridge  for a total agreement cost of $662,000 which is 80% ($529,600) Federally funded and 20% ($132,400) County funded. MOTION Jonely/McCone approve the state/municipal agreement with the Wisconsin Department of Transportation for the design and construction of  CTH “J” Bridge  for a total agreement cost of $662,000 which is 80% ($529,600) Federally funded and 20% ($132,400) County funded. Passed, voice vote.

 

The committee signed a resolution thanking Patrick Sexton for his 11 years of service as of his retirement date of June 19, 2014. MOTION McClone/Jonely to approve a resolution thanking Patrick Sexton for 11 years of service at the Waupaca County Highway Department.  Passed, voice vote.

 

Mr. Steingraber requested that the committee approve advertising for an eligibility list for Equipment Technicians. MOTION McClone/Jonely to advertise for an eligibility list for Equipment Technicians. Passed, voice vote.

 

Mr. Steingraber recommended that the committee accept the low bid for Asphaltic Mixture and Surface Treatments from Flint Hills Recourses and Pearson Brothers Inc. MOTION McClone/Jonely to accept the low bid for Asphaltic Mixture and Surface Treatments from Flint Hills Recourses and Pearson Brothers Inc.  Passed, voice vote.

 

Mr. Steingraber recommended that the committee accept the American Asphalt of Wisconsin bid for Asphaltic Mixture and Surface Treatments.  MOTION McClone/Jonely to accept the American Asphalt of Wisconsin bid for Asphaltic Mixture and Surface Treatments.  Passed, voice vote.
