May 30, 2014 Highway Committee Meeting

 

Chairman Flease called the regular meeting of the Waupaca County Highway Committee to order at   9:00 a.m. in the Waupaca County Highway Office conference room.

 

Members present – Chairman Flease, Supervisors Jonely, McClone and Much.  Supervisor Aasen was excused.

 

Also present: Chuck and Cindy Whitman, Mike Arrowood, Walleyes for Tomorrow, Jill Lodewegen, Administrative Assistant,   Dean Steingraber, Highway Commissioner.

 

Chairman Flease presented the open meeting statement.

 

MOTION Jonely/Much to approve the minutes of the May 16, 2014 regular Committee Meeting.  Passed, voice vote.

 

MOTION McClone/Jonely to approve the May 30, 2014 regular meeting agenda of the Highway Committee.  Passed, voice vote.

 

The Committee members reviewed one (1) bill batch dated May 22, 2014.  MOTION Jonely/McClone to approve the bill batch as presented.  Passed, voice vote.

 

The committee presented Charles Whitman with a plaque, certificate and resolution thanking him for his 37 years of service as of his retirement date of June 2, 2014. MOTION Jonely/Much to approve a resolution thanking Charles Whitman for 37 years of service at the Waupaca County Highway Department.  Passed, voice vote.

 

The committee signed a resolution thanking Jerry Olson for his 30 years of service as of his retirement date of May 29, 2014. MOTION Much/Jonely to approve a resolution thanking Jerry Olson for 30 years of service at the Waupaca County Highway Department.  Passed, voice vote.

 

Mr. Steingraber distributed the Commissioner’s Report which included;

 

Mr. Steingraber recommended that the committee approve the following payments for the CTH “E” (Waushara County Line to High Point Ridge) Design/Right of Way project:

 

 

MOTION Much/McClone to approve the right of way purchases for the CTH “E” (Waushara County Line to High Point Ridge) project. Passed, voice vote.

 

Mr. Steingraber recommended that the committee approve the Appraisal Review Report and Offering Price Review for parcel number 33, Tammy Rae Wolter for $10,800 for the CTH “E” (Waushara County Line to High Point Ridge) Design/Right of Way project. MOTION Much/McClone to approve the Appraisal Review Report and Offering Price Review for parcel number 33, Tammy Rae Wolter for $10,800 for the CTH “E” (Waushara County Line to High Point Ridge) Design/Right of Way project. Passed, voice vote.

 

Mr. Mike Arrowood from Walleyes for Tomorrow joined the meeting at 10 a.m. He discussed with the committee the replacement culverts that will be installed along CTH “X” and the wishes of the club to allow more water into the marsh. Mr. Steingraber explained the permit that the DNR had issued Waupaca County to replace the 4 current culverts with two larger box culverts, allowing them to be installed 6 inches lower that what they were currently placed at and to remove the “silt ridge” that had formed. Mr. Arrowood noted that Walleyes for Tomorrow would like to contribute $10,000 to the project and that they would also like to contact the DNR regarding allowing Waupaca County to install the box culverts at the current marsh level. Mr. Steingraber said that he would provide Mr. Arrowood with contact information and that the project was currently scheduled for late July. Mr. Arrowood then left the meeting.

 

Mr. Steingraber asked the committee to accept the resignation of Patrick Sexton effective June 19, 2014.  MOTION Much/McClone to accept the resignation of Patrick Sexton effective June 19, 2014.  Passed, voice vote.

 

Mr. Steingraber recommended that the committee approve the Right of Way Plat and Relocation order for CTH “I”. MOTION McClone/Jonely to approve the Right of Way Plat and Relocation order for CTH “I”. Passed, voice vote.

 

Mr. Steingraber recommended that the committee request proposals for a market study for the CTH “I” project. MOTION Jonely/Much to request proposals for a market study for the CTH “I” project. Passed, voice vote.

 

Mr. Steingraber recommended that the committee approve the purchase of replacement survey equipment and software for items that are failing and not communicating with our current computers for $3,399. MOTION Jonely/Much to purchase replacement survey equipment and software for $3.399. Passed, voice vote.
