May 2, 2014 Highway Committee Meeting

 

Chairman Flease called the regular meeting of the Waupaca County Highway Committee to order at   9:00 a.m. in the Waupaca County Highway Office conference room.

 

Members present – Chairman Flease, Supervisors Aasen, Jonely, McClone and Much.  

 

Also present:  Heidi Dombrowski, Finance Director; Kris Carlin, Accountant/Office Manager; Mark Korth, Shop Parts/Receiving Foreman; Steve Lawrence, Foreman; Mike Krueger, Equipment and Facility Superintendant;  Jill Lodewegen, Administrative Assistant and Dean Steingraber, Highway Commissioner.

 

Chairman Flease presented the open meeting statement.

 

MOTION Jonely/McClone to approve the minutes of the April 18, 2014 regular Committee Meeting.  Passed, voice vote.

 

MOTION Much/Jonely to approve the amended May 2, 2014 regular meeting agenda of the Highway Committee adding Fuel Charge Options and the 2014 Highway Project Improvement.  Passed, voice vote.

 

The Committee members reviewed one (1) bill batch dated April 24, 2014.  MOTION Much/McClone to approve the bill batch as presented.  Passed, voice vote.

 

Mr. Steingraber distributed the Commissioner’s Report which included;

 

Mr. Steingraber recommended that the committee approve the following payments for the CTH “E” (Waushara County Line to High Point Ridge) Design/Right of Way project:

MOTION Much/McClone to approve the right of way purchases for the CTH “E” (Waushara County Line to High Point Ridge) project. Passed, voice vote.

 

Mr. Steingraber and Ms. Carlin presented the 2013 Waupaca County Highway Department Financial Report. MOTION Jonely/Aasen to approve the 2013 Waupaca County Highway Department Financial Report to be sent to the Finance Committee and upon approval to the County Board. Passed, voice vote.

 

Mr. Steingraber along with Mr. Krueger, Mr. Korth and Ms. Carlin discuss the fuel handling cost presenting the committee with options for fuel handling charges for Highway, other County departments and other non County customers. MOTION McClone/Much to lower fuel handling charge based on 2013 cost to 33 cents for Highway and 19 cents for other County Departments. When new fueling system is in place in New London, a 19 cent (14 cents plus 5 cent handling charge) will be assessed to all non-county customers. Passed, voice vote.

 

Ms. Dombrowski explained overall finance information of the highway department including funds, customers, assets, liabilities, net asset, transportation service etc. She discussed options for addressing the 2013 project overage. The committee discussed all options and tabled the decision until after the Spring Road Tour which will be conducted on Friday May 9, 2014.

 

Mr. Steingraber recommended that the committee accept the bid from Corporate Network Solutions, Inc for a total amount of $12,080 for HP Business Computers and Equipment associated with RTVision. MOTION Aasen/Much to accept the Corporate Network Solutions, Inc bid of $12,080 for 2014 HP Business Computers and Equipment associated with RTVision. Passed, voice vote.

 

Mr. Steingraber recommended that the committee approve the Sand Purchase Agreement between Waupaca County and MCC, Inc. for $1.50 per ton of excess sand. MOTION Much/McClone to approve the Sand Purchase Agreement between Waupaca County and MCC, Inc for $1.50 per ton of excess sand. Passed, voice vote.

 

MOTION McClone/Much  to adjourn at Noon.  Passed, voice vote.
