February 21, 2014 Highway Committee Meeting

 

Chairman Flease called the regular meeting of the Waupaca County Highway Committee to order at 9:00 a.m. in the Waupaca County Highway Department office building.

 

Members present – Chairman Flease, Supervisors Aasen, Peterson and Jonely.  Supervisor Mares was excused.

 

Also present:  Joe McClone, County Supervisor, Jill Lodewegen, Administrative Assistant and Dean Steingraber, Highway Commissioner.

 

Chairman Flease presented the open meeting statement.

 

MOTION Jonely/Peterson to approve the minutes of the February 7, 2014 regular Committee Meeting.  Passed, voice vote.

 

MOTION Peterson/Jonely to approve the February 21, 2014 regular meeting agenda of the Highway Committee.  Passed, voice vote.

 

The Committee members reviewed one (1) bill batch dated February 13, 2014.  MOTION Jonely/Peterson to approve the bill batch as presented.  Passed, voice vote.

 

Mr. McClone stated his interest in being on the Highway Committee once Mr. Mares retires.

 

Mr. Steingraber discussed the Commissioner’s Report.

 

Mr. Steingraber also discussed with the committee the process for collection of accounts from accident damages and repairs, and our new newsletter.

 

Mr. Steingraber recommended that the committee approve the CTH “B” Speed Restriction Ordinance lowing the speed to 25 MPH from STH 22 south to a point 206’ east of the new Howard Street Intersection and to 35 MPH from a point 206’ east of the new Howard Street intersection to a point 3,064’ east and south and forward to County Board of Supervisors for approval. MOTION Peterson/Aasen to approve the CTH “B” Speed Restriction Ordinance and forward to County Board of Supervisors for approval. Passed, voice vote.

 

Mr. Steingraber recommended that the committee approve the relocation order and plat for the CTH “E” (Waushara County Line to High Point Ridge Rd.) project. MOTION Jonely/Peterson to approve the CTH “E” (Waushara County Line to High Point Ridge Rd) relocation order and plat. Passed, voice vote.

 

Mr. Steingraber recommended that the committee approve the County/Municipal Agreement with the City of Weyauwega for the CTH “F” (East Alfred Street) project 60/40 cost share with a total estimated construction cost of $700,000 with the addition of sidewalk cost of $10,000 paid 100% by the City of Weyauwega. Mr. Steingraber recommended that the committee approve the change order for $3,135 with OMMNI & Associates to include CTH “I” wetland mitigation design with the CTH “T” wetland mitigation design. MOTION Peterson/Aasen approve the change order for $3,135 with OMMNI  & Associates to include CTH “I” wetland mitigation design with the CTH “T” wetland mitigation design. Passed, voice vote.

 

Mr. Steingraber requested permission to petition the Canadian National Railroad to repair crossing on USH 45, STH 22/110, CTH “D” (Shawano St), CTH “W” and CTH “K” (Tower Dr.) railroad crossings. Mr. Steingraber recommended that the committee approve a three year service agreement for 2014-2016 with the Town of Dayton for $1,000 a mile for a total agreement of $74,360 a year and a total 3 year agreement of $233,080. Mr. Steingraber recommended that the committee approve the memorandum of understanding with the Wisconsin Department of Transportation  for the state salt shed to be built on the future Waupaca County Highway Department site located on CTH “A” in Waupaca. Mr. Steingraber recommended that the committee approve the 2014 Cost Incident to Labor Rate from of 63.41%. MOTION Peterson/Jonely to approve the 2014 Cost Incident to Labor Rate of 63.41%. Passed, voice vote.

 

The committee discussed the strategic plan.
