January 24, 2014 Highway Committee Meeting

 

Chairman Flease called the regular meeting of the Waupaca County Highway Committee to order at 9:00 a.m. in the Waupaca County Highway Department office building.

 

Members present – Chairman Flease, Supervisors Aasen, Jonely, and Peterson.  Supervisor Mares was excused.

 

Also present:  Jill Lodewegen, Administrative Assistant and Dean Steingraber, Highway Commissioner.

 

Chairman Flease presented the open meeting statement.

 

MOTION Peterson/Jonely to approve the minutes of the January 10, 2014 regular Committee Meeting.  Passed, voice vote.

 

MOTION Aasen/Peterson to approve the January 24, 2014 regular meeting agenda of the Highway Committee.  Passed, voice vote.

 

The Committee members reviewed one (1) bill batch dated January 16, 2014.  MOTION Peterson/Jonely to approve the bill batch as presented.  Passed, voice vote.

 

Jay Neider and Erich Masiarchin of JSD Professional Services joined the meeting. They discussed with the committee projects that JSD has done and how they can be of service to the Waupaca County.

 

Mr. Steingraber discussed the Commissioner’s Report.

 

Mr. Steingraber requested that the committee allow him to sign the County/Municipal Agreement with the City of Manawa for the CTH “B” (Canadian National Railroad to Euclid Street) 60/40 cost share with a total estimated construction cost of $92,500 which the City of Manawa has now signed and returned.   MOTION Aasen/Peterson to allow Mr. Steingraber to sign the County/Municipal Agreement to the City of Manawa for the CTH “B” (Canadian National Railroad to Euclid Street) 60/40 cost share with a total estimated construction cost of $92,500.  Passed, voice vote.

 

Mr. Steingraber requested permission to purchase a performance bond and a maintenance bond for the wet meadow that is being developed on the CTH “T” project. The bonds will ensure that the wet meadow will be constructed and that the wet meadow will be successful. MOTION Peterson/Jonely to purchase a performance bond and maintenance bond for the CTH “T” project. Passed, voice vote.

 

Mr. Steingraber requested permission to advertise for temporary part time positions for summer 2014. MOTION Jonely/Aasen to approve advertising for temporary employees for summer 2014.  Passed, voice vote.

 

The committee discussed the current wages being offered to the field operations temporary part time employees. It was discussed that to get qualified employees, it should be reviewed with the Human Resource department as well as Parks and Recreation Department to see if the base wage could be increased. MOTION Peterson/Aasen to discuss the base wage being offered to temporary part-time field operations employees. Passed, voice vote.

 

The committee reviewed more information regarding employee call in time.  MOTION Peterson/Jonely to update the motion for call-in pay to 1 hour call in pay for both winter and summer at once per calendar day. Passed, voice vote.

 

Mr. Steingraber requested permission to advertise for construction material bids. MOTION Aasen/Peterson to advertise for construction materials bids. Passed, voice vote.

 

Mr. Steingraber recommended that the committee approve the purchase of updated welding equipment for the Waupaca Shop from Airgas for $8,861.87 for the main unit and $2,129.24 for a mobile unit. MOTION Peterson/Jonely to purchase welding equipment from Airgas for $8,861.87 for the main unit and $2,129.24 for the mobile unit. Passed, voice vote.

 

Mr. Steingraber requested permission to advertised to bid out two Waupaca County Highway Department foreman trucks as well as assist the Waupaca County Parks and Recreation Department  by advertising for one  pickup truck and one tractor.  MOTION Jonely/Peterson to advertise to bid out two Waupaca County Highway Department foreman trucks as well as assist the Waupaca County Parks and Recreation Department by advertising for one pickup truck and one tractor. Mr. Steingraber discussed the fuel handling cost with the committee taking in research that the accounting staff had submitted. He recommends that the fuel handling charge for 2014 be $0.40 per gallon for Waupaca County Highway Department (due to fuel truck use), $0.24 per gallon for non-county family (school districts etc) and $0.20 for other County departments. MOTION Peterson/Jonely to set the 2014 fuel handling charge at $0.40 per gallon for Waupaca County Highway Department, $0.24 per gallon for non-county family and $0.20 for other County departments. Passed, voice vote.

 

Mr. Steingraber recommended that the committee set the seasonal weight limit permit pricing at $25 per vehicle for a single trip permit and $35 per vehicle for a multi trip seasonal permit. MOTION Jonely/Peterson to set the seasonal weight limit permit pricing at $25 per vehicle for a single trip permit and $35 per vehicle for a multi trip seasonal permit. Passed, voice vote.
