January 10, 2014 Highway Committee Meeting

 

Chairman Flease called the regular meeting of the Waupaca County Highway Committee to order at 9:00 a.m. in the Waupaca County Highway Department office building.

 

Members present – Chairman Flease, Supervisors Aasen, Jonely, Mares and Peterson.

 

Also present:  Lance Penney, Field Operations Manager/Deputy Highway Commissioner, Jill Lodewegen, Administrative Assistant and Dean Steingraber, Highway Commissioner.

 

Chairman Flease presented the open meeting statement.

 

MOTION Peterson/Mares to approve the minutes of the December 27, 2013 regular Committee Meeting.  Passed, voice vote.

 

MOTION Jonely/Aasen to approve the January 10, 2014 regular meeting agenda of the Highway Committee with the addition of adding Town of Little Wolf to item 19.  Passed, voice vote.

 

The Committee members reviewed three (3) bill batches dated December 30, 2013, January 3 and 9, 2014.  MOTION Peterson/Mares to approve the bill batches as presented.  Passed, voice vote.

 

Mr. Steingraber discussed the Commissioner’s Report.

 

Mr. Steingraber requested that the committee allow him to submit the County/Municipal Agreement to the City of Manawa for the CTH “B” (Canadian National Railroad to Euclid Street) 60/40 cost share with a total estimated construction cost of $92,500.   MOTION Peterson/Aasen to submit the County/Municipal Agreement to the City of Manawa for the CTH “B” (Canadian National Railroad to Euclid Street) 60/40 cost share with a total estimated construction cost of $92,500.  Passed, voice vote.

 

Mr. Steingraber presented a 60/40 brush cutting petition for the Town of Helvetia for Lutz Road and a 60/40 brush cutting petition for the Town of Little Wolf for various roads with the recommendation that the committee approve with time and weather permitting. MOTION Aasen/Peterson to approve the Town of Helvetia and Town of Little Wolf 60/40 brush cutting petition with time and weather permitting. Passed, voice vote.

 

Mr. Steingraber requested permission to move forward with the legal paperwork to allow Stange’s warehouse to deed Waupaca County a strip of land currently being used by Waupaca County Highway for parking, and Waupaca County to give an easement to another portion of the Waupaca County Highway parking area for Stange’s Warehouse use. Mr. Steingraber requested permission to advertise internally for a sign technician position that is open due to a reassignment. MOTION Aasen/Mares to advertise internally for a sign technician position. Passed, voice vote.

 

Mr. Steingraber requested permission to hire an additional equipment operator I position from our eligibility list due to work load and having one open position in the Highway Department table of organization. MOTION Jonely/Peterson to hire an additional equipment operator I position from our eligibility list. Passed, voice vote.

 

The committee discussed the strategic plan.

 

MOTION Peterson/Jonely to adjourn at 12:05 p.m.  Passed, voice vote.
