December 27, 2013 Highway Committee Meeting

Chairman Flease called the regular meeting of the Waupaca County Highway Committee to order at 9:00 a.m. in the Waupaca County Highway Department office building.

Members present – Chairman Flease, Supervisors Aasen, Peterson, Mares and Jonely.

Also present:  Lance Penney, Field Operations Manager/Deputy Highway Commissioner, Heidi Dombrowski, Finance Director, Jill Lodewegen, Administrative Assistant and Dean Steingraber, Highway Commissioner.

Chairman Flease presented the open meeting statement.

MOTION Jonely/Mares to approve the minutes of the December 16, 2013 regular Committee Meeting.  Passed, voice vote.

MOTION Peterson/Mares to approve the December 27, 2013 regular meeting agenda of the Highway Committee.  Passed, voice vote.

Mr. Steingraber and Mr. Penney discussed with the committee the amount of hours the employees put in during the past week snowplowing over the Christmas Holiday. They showed the committee an email received by Mr. Steingraber from an out of town customer complimenting the conditions of the Waupaca County state roads on Christmas day.

Mr. Steingraber asked Ms. Dombrowski to give an overview of the overall financing of the Highway Department.  Ms. Dombrowski presented general information through October and estimates on what the year may end like. It was agreed that Ms. Dombrowski should return to the committee around March 2014 once the 2013 books had been closed. The committee would also like to get a better understanding of the highway accounts and how those accounts are/can be used.

Mr. Penney and Ms. Dombrowski left the meeting.

The Committee members reviewed one (1) bill batch dated December 19, 2013.  MOTION Peterson/Mares to approve the bill batch as presented.  Passed, voice vote.

Mr. Steingraber discussed the Commissioner’s Report.

• He discussed calendar dates that involve the Committee.
• He discussed the Department projects.
• He discussed the Summary of All Jobs Total Actual VS Budget.

Mr. Steingraber recommended that the committee allow him to sign the Relocation Order for the CTH “E”, Waushara County Line to High Point Ridge project. MOTION Jonely/Peterson to approve signing the Relocation Order for the CTH “E”, Waushara County Line to High Point Ridge project. Passed, voice vote.

The Committee discussed the call in pay policy. MOTION Jonely/Peterson to present to the Finance and Human Resources Committee for Approval  that in addition to the 2 hour call in pay for summer, 1 hour of call in time will be given for winter and flooding, with the understanding that call in pay is given once in a 24 hour period. Passed, voice vote.

Mr. Steingraber asked the committee to accept the resignation of Joe Flinn effective March 7, 2014.  MOTION Peterson/Mares to accept the resignation of Joe Flinn effective March 7, 2014.  Passed, voice vote.

Mr. Steingraber recommended that the committee accept the bid for two (2) tandem axle trucks from Wisconsin Kenworth for $128,600 each after Quality Truck Care Center Inc pulled their bid because it did not meet specs. MOTION Peterson/Mares to accept the bid for two (2) tandem axle trucks from Wisconsin Kenworth for $128,600 each.  Passed, voice vote.

MOTION Jonely/Aasen to adjourn at 11:30 a.m.  Passed, voice vote.
