December 16, 2013 Highway Committee Meeting

Chairman Flease called the regular meeting of the Waupaca County Highway Committee to order at 10:00 a.m. in the Waupaca County Highway Department office building.

Members present – Chairman Flease, Supervisors Aasen, Peterson and Jonely. Supervisor Mares was excused.

Also present:  Lance Penney, Patrol Superintendent, Jill Lodewegen, Administrative Assistant and Dean Steingraber, Highway Commissioner.

Chairman Flease presented the open meeting statement.

MOTION Peterson/Jonely to approve the minutes of the December 2, 2013 regular Committee Meeting.  Passed, voice vote.

MOTION Jonely/Peterson to approve the December 16, 2013 regular meeting agenda of the Highway Committee.  Passed, voice vote.

The Committee members reviewed one (1) bill batch dated December 5, 2013.  MOTION Jonely/Peterson to approve the bill batch as presented.  Passed, voice vote.

Mr. Steingraber discussed the Commissioner’s Report.

• He discussed calendar dates that involve the Committee.
• He discussed the Department projects.
• He discussed the Summary of All Jobs Total Actual VS Budget.
• He discussed the October Machinery Comparison report.
• He discussed the October Service and Non-Service Agreement report.

Mr. Steingraber recommended that the committee approve the signing of the state/municipal agreement for STP Rural Projects for CTH “D” for $325,295 which is 80% federally funded ($260,236) and the remaining  20% ($65,059) paid by the County.  MOTION Jonely/Peterson to approve the signing of state/municipal agreement for STP Rural Projects for CTH “D” for $325,295 which is 80% federally funded ($260,236) and the remaining 20% ($65,059) paid by the County.  Passed, voice vote.

Mr. Steingraber recommended that the committee sign the resolution authorizing an “absence of need” exemption for pedestrian accommodations on the CTH “E” project from the Waushara County line to High Point Ridge Rd. MOTION Peterson/Aasen to sign the resolution authorizing an “absence of need” exemption for pedestrian accommodations on the CTH “E” project from the Waushara County line to High Point Ridge Rd. Passed, voice vote.

Mr. Steingraber presented a 60/40 brush cutting petition for the Town of Caledonia for various roads with the recommendation that the committee approve with time and weather permitting. MOTION Jonely/Peterson to approve the Town of Caledonia 60/40 brush cutting petition with time and weather permitting. Passed, voice vote.

Mr. Steingraber recommended that the committee accept the bid for two (2) quad axle trucks w/ plow options from Quality Truck Care Center for $123,777 each. MOTION Peterson/Jonely to accept the bid for two (2) quad axle trucks w/ plow options from Quality Truck Care Center for $123,777 each.  Passed, voice vote.

Mr. Steingraber recommended that the committee accept the bid for 2 Quad Axles Truck Accessories from Monroe Truck Equipment for a total of $97,496. MOTION Aasen/Peterson to accept the bid for 2 Quad Axles Truck Accessories from Monroe Truck Equipment for a total of $97,496.

MOTION Aasen/Peterson to adjourn at 12.19 p.m.  Passed, voice vote.
