December 2, 2013 Highway Committee Meeting

 

Chairman Flease called the regular meeting of the Waupaca County Highway Committee to order at 9:00 a.m. in the Waupaca County Highway Department office building.

 

Members present – Chairman Flease, Supervisors Aasen, Mares, Peterson  and Jonely.

 

Also present:  Lance Penney, Patrol Superintendent, Jill Lodewegen, Administrative Assistant and Dean Steingraber, Highway Commissioner.

 

Chairman Flease presented the open meeting statement.

 

MOTION Peterson/Mares to approve the minutes of the November 15, 2013 regular Committee Meeting.  Passed, voice vote.

 

MOTION Jonely/Peterson to approve the December 2, 2013 regular meeting agenda of the Highway Committee.  Passed, voice vote.

 

The Committee members reviewed one (1) bill batch dated November 21, 2013.  MOTION Peterson/Mares to approve the bill batch as presented.  Passed, voice vote.

 

Mr. Steingraber discussed the Commissioner’s Report.

 

Mr. Steingraber recommended that the committee approve the signing of the state/municipal agreement for STP Rural Projects for CTH “B” (Canadian National Railroad to Euclid Street) for $1,132,400 which is 80% federally funded ($905,920) and the remaining 20% ($226,480) shared between the City of Manawa and the County.  MOTION Peterson/Mares to approve the signing of the state/municipal agreement for STP Rural Projects for CTH “B” (Canadian National Railroad to Euclid Street) for $1,132,400 which is 80% federally funded ($905,920) and the remaining 20% ($226,480) shared between the City of Manawa and the County.  Passed, voice vote.

 

Mr. Steingraber recommended that the committee approve the signing of amendment 1 to the Mead & Hunt design of the  CTH “J” Bridge for pile review for $2,987.96  which is 80% federally funded ($2,390.37) and the remaining 20% ($597.59) County.  MOTION Jonely/Mares to approve the signing of amendment 1 to the Mead & Hunt design of the  CTH “J” Bridge for pile review for $2,987.96  which is 80% federally funded ($2,390.37) and the remaining 20% ($597.59) County.  Passed, voice vote.

 

Mr. Steingraber presented a 60/40 brush cutting petition for the Town of Matteson for various roads with the recommendation that the committee approve with time and weather permitting. MOTION Peterson/Jonely to approve the Town of Matteson 60/40 brush cutting petition with time and weather permitting. Passed, voice vote.

 

Mr. Steingraber presented a 60/40 brush cutting petition for the Town of Weyauwega for Kriese Road with the recommendation that the committee approve with time and weather permitting. MOTION Mares/Peterson to approve the Town of Weyauwega 60/40 brush cutting petition with time and weather permitting. Passed, voice vote.

 

Mr. Steingraber recommended that the committee approve keeping the 2013/2014 salt pricing the same at $60/ton for customers with service agreements and $66/ton for non service agreement customers. MOTION Mares/Peterson to keep the 2013/2014 salt pricing the same at $60/ton for customers with service agreements and $66/ton for non service agreement customer. Passed, voice vote.

 

Mr. Steingraber recommended that the committee approve lowering the 2013/2014 sand/salt pricing from $23/ton to $20/ton for customers with service agreements and from $25.30/ton to $22/ton for non service agreement customers. MOTION Peterson/Mare to lower the 2013/2014 sand/salt pricing from $23/ton to $20/ton for customers with service agreements and from $25.30/ton to $22/ton for non service agreement customers. Passed, voice vote.

 

Mr. Steingraber recommended that the committee approve lowering the 2013/2014 patching material pricing from $70/ton to $60/ton for customers with service agreements and from $77/ton to $66/ton for non service agreement customers. MOTION Peterson/Mare to lower the 2013/2014 patching material pricing from $70/ton to $60/ton for customers with service agreements and from $77/ton to $66/ton for non service agreement customers. Passed, voice vote.

 

MOTION Jonely/Peterson to adjourn at 11:30 a.m.  Passed, voice vote.
