November 15, 2013 Highway Committee Meeting

 

Chairman Flease called the regular meeting of the Waupaca County Highway Committee to order at 9:00 a.m. in the Waupaca County Highway Department office building.

 

Members present – Chairman Flease, Supervisors Aasen, Mares and Jonely. Supervisor Peterson was excused.

 

Also present:  Dave Wincentsen, Wisconsin Department of Transportation, Brad Graham, City of New London, Jill Lodewegen, Administrative Assistant and Dean Steingraber, Highway Commissioner.

 

Chairman Flease presented the open meeting statement.

 

MOTION Mares/Jonely to approve the minutes of the November 1, 2013 regular Committee Meeting.  Passed, voice vote.

 

MOTION Jonely/Mares to approve the November 15, 2013 regular meeting agenda of the Highway Committee.  Passed, voice vote.

 

The Committee members reviewed two (2) bill batches dated November 7 and November 8, 2013.  MOTION Jonely/Mares to approve the bill batches as presented.  Passed, voice vote.

 

Mr.  Wincentsen presented the 2014 Routine Maintenance Agreement between the Wisconsin Department of Transportation and Waupaca County for $1,856,100. Mr. Steingraber recommended that the committee sign the agreement. MOTION Mares/Jonely to sign the 2014 Routine Maintenance Agreement between the Wisconsin Department of Transportation and Waupaca County for $1,856,100. Passed, voice vote.  Mr. Wincentsen left the meeting at approximately  9:20 a.m.

 

Mr. Graham address concerns with speed on CTH “W” (Pershing Rd) in the City of New London. He stated that an additional sign was added in 2012 as well as some additional striping which helped for a while, but feels more signage is needed. He felt that the speed should be lowered to 25 MPH as well as marking the area as a school zone area. The committee said they would look into it, but had not received any other complaints. Mr. Graham left the meeting at approximately 9:45 a.m.

 

Mr. Steingraber discussed the Commissioner’s Report.

 

Mr. Steingraber discuss the addition of a new fuel distribution system in the at New London shop. He requested permission to advertise and bid out that system. MOTION Jonely Mares to advertise and bid out a fuel distribution system at the New London shop. Passed, voice vote.

 

Mr. Steingraber discuss the cost trends of fuel and pricing that would be appropriate to charge other County departments, school etc that may be able to take advantage of cost savings due to the larger proposed fuel tank system in New London. Mr. Steingraber recommended that cost charged to those customers should be the fuel cost plus the average fuel handling cost of the previous year plus 5 cents administration fee. MOTION Mares/Aasen to charge customers using our fuel the cost of the fuel plus the average fuel handling cost of the previous year plus 5 cents administration fee. Passed, voice vote.

 

Mr. Steingraber discussed a proposed reorganization of the Highway Department. The reorganization would include some additional positions that puts the Highway Department in place to help meet the strategic planning objectives. The wage proposals for the proposed changes to the structure have already been absorbed by the consolidation of positions. Mr. Steingraber requested permission to present the proposed re-organization to the Finance and Human Resources Committee for approval.  MOTION Aasen/Jonely to present the proposed reorganization of the Highway Department to the Finance and Human Resources Committee. Passed, voice vote.

 

Mr. Steingraber recommended that the committee accept the Market Study from Steigerwaldt Land Services, Inc. for CTH “E”, Twin Lake Rd to Lind Center Rd. with the land values listed below.  MOTION Jonely/Mares to accept the Market Study from Steigerwaldt Land Services, Inc. for CTH “E”, Twin Lake Rd. to Lind Center Rd. Passed, voice vote.

Mr. Steingraber recommended that the committee approve the signing of the Wetland Compensatory Mitigation Easement for the State of Wisconsin, Department of Natural Resources for the Wetland Mitigation site on CTH “T” in the Town of Lebanon.  MOTION Aasen/Mares to approve the signing of the Wetland Compensatory Mitigation Easement for the State of Wisconsin, Department of Natural Resources for the Wetland Mitigation site on CTH “T” in the Town of Lebanon. Mr. Steingraber presented a 60/40 brush cutting petition for the Town of Larrabee for 1st Street with the recommendation that the committee approve with time and weather permitting. MOTION Mares/Jonely to approve the Town of Larrabee 60/40 brush cutting petition with time and weather permitting. Passed, voice vote.

 

Mr. Steingraber recommended that the committee approve a three year service agreement for 2014-2016 with the Town of Mukwa for $1,000 a mile for a total agreement of $16,170 a year and a total 3 year agreement of $48,510. The committee decided to move the November 29, 2013 normally scheduled Highway Committee meeting to Monday December 2, 2014 due to the Thanksgiving Holiday.
