October 4, 2013 Highway Committee Meeting

Chairman Flease called the regular meeting of the Waupaca County Highway Committee to order at 9:00 a.m. in the Waupaca County Highway Department office building.

Members present – Chairman Flease, Supervisors Jonely, Aasen and Peterson. Supervisor Mares was excused.

Also present:  Jill Lodewegen, Administrative Assistant and Dean Steingraber, Highway Commissioner.

Chairman Flease presented the open meeting statement.

MOTION Jonely/Peterson to approve the minutes of the September 19, 2013 regular Committee Meeting and September 27, 2013 Fall Road tour.  Passed, voice vote.

MOTION Aasen/Peterson to approve the October 4, 2013 regular meeting agenda of the Highway Committee.  Passed, voice vote.

Mr. Ben Fletcher joined the meeting at 9:15 a.m. to discuss a bill for damages to the County guardrail. Mr. Fletcher discussed why he thought that the bill should be reduced more than it was already reduced by Commissioner Steingraber. Committee said they would look into number of hours that our metal fabricator had in and would discuss it at the next meeting.

The Committee members reviewed one (1) bill batch printout dated September 27, 2013.  MOTION Aasen/Peterson to approve the bill batch as presented.  Passed, voice vote.

Mr. Steingraber gave the Commissioner’s Report.

• He discussed calendar dates that involve the Committee.
• He discussed the Department projects.
• He distributed and discussed the Summary of All Jobs Total Actual VS Budget.

Mr. Steingraber recommended that the committee approve the Design Amendment from Martenson & Eisele, Inc. for CTH “D” (Spurr Rd to USH 45) for an additional $5,026.  This amendment was approved by the State of Wisconsin Department of Transportation (WDOT). The WDOT is responsible for 80% fudning and Waupaca County 20%. MOTION Peterson/Jonely to approve the Design Amendment form Martenson & Eisele Inc. for CTH “D” (Spurr Rd to USH 45) for an additional $5,026. Passed, voice vote.

Mr. Steingraber recommended that the committee approve the traffic impact study by OMNNI for CTH “O” for $12,000. The study will be shared equally with the sand mine developer. MOTION Jonely/Peterson to approve the traffic impact study by OMNNI for CTH “O” for $12,000. Passed, voice vote.

Mr. Steingraber recommended that the committee approve a three year service agreement for 2014-2016 with the Town of Helvetia for $1,000 a mile for a total agreement of $42,100 a year and a total 3 year agreement of $126,300. Mr. Steingraber recommended that the Field Operations Manager/Deputy Highway Commissioner JDQ be submitted to the Human Resource department for review. MOTION Peterson/Jonely to submit the Field Operations Manager/Deputy Highway Commissioner JDQ to Human Resources for review. Passed, voice vote.

Mr. Steingraber recommended that the committee accept the quote from Monroe Truck Equipment to purchase 2 dump boxes at $16,524 each, installed. MOTION Aasen/Peterson to accept the quote from Monroe Truck Equipment to purchase 2 dump boxes at $16,524 each, installed. Passed, voice vote.

Mr. Steingraber requested permission to approve the quote from RTVision for $16,450 for timekeeping software. MOTION Jonely/Peterson to approve the quote from RTVision for $16,450 for timekeeping software.
