May 17, 2013 Highway Committee Meeting

 

Chairman Flease called the regular meeting of the Waupaca County Highway Committee to order at 9:00 a.m. in the Waupaca County Highway Department office building.

 

Members present – Chairman Flease, Supervisors Aasen, Mares, and Jonely. Supervisor Peterson was excused.

 

Also present; Mark from Henry G Meigs, LLC, Town of Lind Chair Lance Penney, Supervisors Steven Gall and Andy Jensen, and Clerk Colleen McCoy, Town of Farmington citizens Sandy Kramer, Gary Thoe and Wayne Verdon , Bob Cloud from Waupaca County Post West, Jack Barry from WDUX,  Dean Steingraber, Highway Commissioner and Jill Lodewegen, Administrative Assistant.

 

Chairman Flease presented the open meeting statement.

 

MOTION Mares/Jonely to approve the minutes of the May 2, 2013 regular Committee Meeting.  Passed, voice vote.

 

MOTION Jonely/Mares to approve the Agenda of the May 17, 2013 regular meeting of the Highway Committee with the motion to move item 15 regarding Asphalt Mixture Materials and Surface Treatment to the first item of the meeting.  Passed, voice vote.

 

Mark from Henry G Meigs, LLC addressed the committee regarding the May 9th bid opening regarding Asphalt Mixture Materials and Surface Treatments. He discussed the warranty information that was submitted by each bidder. Mr. Steingraber discussed the service from both Henry G Meigs, LLC and Flint Hills Resources LP/Pearson Brothers Inc. Mr. Steingraber recommended that the committee accept the low bid which was from Flint Hills Resources LP and Pearson Bros. Inc for Asphalt Mixture Materials and Surface Treatments. MOTION Mares/Jonely to accept the Flint Hills Resources LP and Pearson Bros. Inc for Asphalt Mixture Materials and Surface Treatments. Passed, voice vote.

 

The Committee members reviewed one (1) bill batch printout dated May 9, 2013.  MOTION Jonely/Mares to approve the bill batch as presented.  Passed, voice vote.

 

Town of Lind Chair Lance Penney, Supervisors Steven Gall and Andy Jensen, and Clerk Colleen McCoy joined the meeting at 9:15 a.m. Mr. Steingraber distributed and discussed the Waupaca County Highway Departments’ Vision/Mission/Value statement and service brochure. Town of Lind discussed future projects, federal bridge funding and snowplowing. 

 

Town of Farmington citizens Sandy Kramer, Gary Thoe and Wayne Verdon joined the meeting. They asked the committee to consider moving the CTH “Q” (Round Lake Road to STH 54) project up in priority. The committee stated reasons that the project was moved and also verified that the committee would be going on a road tour the following Friday, May 24th, where they would again discuss the priority of projects.

 

Mr. Steingraber gave the Commissioner’s Report.

 

Mr. Steingraber recommended that the committee approve the following payment for the Right of Way purchase on CTH “T” (Collier Road to CTH “N”):

MOTION Mares/Jonely to approve above payment for Right of Way purchases. Passed, voice vote.

 

Mr. Steingraber recommended that the committee accept the American Asphalt bid for Asphaltic Mixture Production from the May 9th bid opening. MOTION Jonely/Mares to accept the American asphalt bid for Asphaltic Mixture Production. Passed, voice vote.

 

Mr. Steingraber recommended that the committee accept the MidWest Air Compressor proposal for an air compressor and air dryer with materials and installation for $35,845. MOTION Jonely/Mares to accept the MidWest Air Compressor proposal for an air compressor and air dryer with materials and installation for $35,845. Passed, voice vote.

 

Mr. Steingraber asked the committee to allow him to advertise for Motor Grader Cutting Edges and Carbide Insert Blades. MOTION Mares/Jonely to advertise for Motor Grader Cutting Edges and Carbide Insert Blades. Passed, voice vote.
