February 8, 2013 Highway Committee Meeting

Chairman Flease called the regular meeting of the Waupaca County Highway Committee to order at

9:00 a.m. in the Waupaca County Highway Department office building.

Members present – Chairman Flease, Supervisors Jonely, Aasen and Mares. Supervisor Peterson was excused.

Also present were Dean Steingraber, Highway Commissioner and Jill Lodewegen, Administrative Assistant.

Chairman Flease presented the open meeting statement.

MOTION Jonely/Mares to approve the minutes of the January 24, 2013 regular Committee Meeting.  Passed, voice vote.

MOTION Aasen/Jonely to approve the Agenda of the February 8, 2013 regular meeting of the Highway Committee.  Passed, voice vote.

The Committee members reviewed one (1) bill batch printout dated 1/31/13.  MOTION Jonely/Aasen to approve the bill batches as presented.  Passed, voice vote.

Mr. Steingraber gave the Commissioner’s Report.

• He discussed calendar dates that involve the Committee.
• He discussed the Department projects.
• He distributed and discussed the Summary of All Jobs Total Actual VS Budget.
• He distributed and discussed the December Service/Non-Service Agreement, Machinery Comparison, and Routine/Winter Maintenance reports.
• He distributed and discussed the YTD TSF and CIP Report

Mr. Steingraber recommended that the committee approve the advertising for Hot Mix Asphalt Production for the CTH “C” (STH 49 to CTH “J”) CHIP & CHIP-D Project. MOTION Jonely/Mares to advertise the Hot Mix Asphalt Production for the CTH “C” (STH 49 to CTH “J”) CHIP & CHIP-D Project. Passed, voice vote.

Mr. Steingraber recommended that the committee approve the design amendment for $924.90 from Martenson & Eisele, Inc. for the CTH “D” project. MOTION Mares/Jonely to approve the design amendment for $924.90 from Martenson & Eisele, Inc. for the CTH “D” project. Passed, voice vote.

Mr. Steingraber recommended that the committee approve the design amendment for $18,198.44 from MSA for the CTH “E” project. MOTION Aasen/Jonely to approve the design amendment for $18,198.44 from MSA for the CTH “E” project. Passed, voice vote.

Mr. Steingraber recommended that the committee approve the reduction of the Cost Incident to Labor Rate from 72.92% to 61.70%. MOTION Aasen/Mares to approve the reduction of the Cost Incident to Labor Rate from 72.92% to 61.70%. Passed, voice vote.

Mr. Steingraber recommended that the committee approve the Small Tools Rate remains the same at 1.4%. MOTION Aasen/Jonely to approve the Small Tools Rate remains the same at 1.4%. Passed, voice vote.

Mr. Steingraber recommended that the committee approve the Shop Overhead Allocation of 57.53%. MOTION Jonely/Mares to approve the Shop Overhead Allocation of 57.33%.  Passed, voice vote.

Mr. Steingraber requested permission to advertise internally for an Equipment Operator II position. MOTION Aasen/Jonely to advertise internally for an Equipment Operator II position. Passed, voice vote.

Mr. Steingraber requested permission from the committee to revise the County Access Ordinance to allow for two (2) residential accesses for parcel 09-13-44 on CTH “G” in the Town of Iola. MOTION Aasen/Mares to allow for two (2) residential accesses for parcel 09-13-44 on CTH “G” in the Town of Iola. Passed, voice vote.

Mr. Steingraber requested permission from the committee to revise the County Access Ordinance to allow for two (2) residential accesses for parcel 22-05-41 on CTH “J” in the Town of Wyoming. MOTION Jonely/Mares to allow for two (2) residential accesses for parcel 22-05-41 on CTH “J” in the Town of Wyoming.  Passed, voice vote.

Mr. Steingraber requested permission to advertise for Asphaltic Mixture Materials and Surface Treatments. MOTION Jonely/Mares to advertise for Asphaltic Mixture Materials and Surface. Passed, voice vote.

Mr. Steingraber requested permission to advertise for Asphaltic Mixture Production. MOTION Mares/Aasen to advertise for Asphaltic Mixture Production. Passed, voice vote.

Mr. Steingraber recommended that the committee approve the Neuville Motors bid of $23,780 for the ¾ ton pickup truck. MOTION Jonely/Mares to purchase the ¾ ton pickup truck from Neuville Motors for $23,780. Passed, voice vote.

Mr. Steingraber recommended that the committee approve the Neuville Motors bid of $30,025 for the 1/2 ton pickup truck. MOTION Aasen/Mares to purchase the 1/2 ton pickup truck from Scaffidi Motors for $31,069. Passed, voice vote.

Mr. Steingraber recommended that the committee approve the Olson Trailer & Body bid of $100,926 for the Quad Axle Truck Accessories. MOTION Aasen/Mares to purchase the Quad Axle Truck Accessories from Olson Trailer & Body for $100,926. Passed, voice vote.

Mr. Steingraber recommended that the committee approve the Wisconsin Kenworth bid of $126,600 for the Quad Axle Truck with Plow Options. MOTION Aasen/Jonely to purchase the Quad Axle Truck with Plow Options from Wisconsin Kenworth for $126,600. Passed, voice vote.

MOTION Mares/Jonely to adjourn at 11:30 a.m.  Passed, voice vote.
