January 24, 2013 Highway Committee Meeting
Chairman Flease called the regular meeting of the Waupaca County Highway Committee to order at
9:00 a.m. in the Waupaca County Highway Department office building.
Members present – Chairman Flease, Supervisors Jonely, Aasen and Peterson. Supervisor Mares was excused.
Also present were Dean Steingraber, Highway Commissioner and Jill Lodewegen, Administrative Assistant.
Chairman Flease presented the open meeting statement.
MOTION Peterson/Jonely to approve the minutes of the January 11, 2013 regular Committee Meeting. Passed, voice vote.
MOTION Jonely/Peterson to approve the Agenda of the January 24, 2013 regular meeting of the Highway Committee. Passed, voice vote.
The Committee members reviewed one (1) bill batch printout dated 1/17/13. MOTION Jonely/Peterson to approve the bill batches as presented. Passed, voice vote.
Mr. Steingraber gave the Commissioner’s Report.
At 9:45 a.m. Waupaca County Highway Patrol Supervisor Dennis Bonnell joined the meeting. The committee presented Mr. Bonnell with a certificate and resolution thanking him for his over 34 years of service as of his retirement date of February 1, 2013. MOTION Peterson/Aasen to approve a resolution thanking Dennis Bonnell for over 34 years of service at the Waupaca County Highway Department. Passed, voice vote.
Mr. Steingraber recommended that the committee approve the hiring of Martenson & Eisele, Inc for the engineering design of the intersection of CTH “I” in the amount of $37,295. MOTION Peterson/Jonely to hire Martenson & Eisele, Inc for the engineering design of the intersection of CTH “I” in the amount of $37,295. Passed, voice vote.
Mr. Steingraber recommended that the committee enter into a three (3) party contract with Mead & Hunt and the Wisconsin Department of Transportation to design the CTH “J” Bridge rehabilitation project. MOTION Aasen/Peterson to enter into a three (3) party contract with Mead & Hunt and the Wisconsin Department of Transportation to design the CTH “J” Bridge rehabilitation project. Passed, voice vote.
Mr. Steingraber recommended that the committee approve the change order from Cedar Corporation for the CTH “N” (Union Street) construction engineering for $30,000. MOTION Aasen/Peterson to approve the change order from Cedar Corporation for the CTH “N” (Union Street) construction engineering for $30,000. Passed, voice vote.
Mr. Steingraber discussed the Administrative Revision to the Ethel O’Brien Trust. MOTION Peterson/Aasen to approve the Administrative Revision for the Ethel O’Brien Trust in the amount of $1,830 for additional fees. Passed, voice vote.
Mr. Steingraber recommended that the committee keep the Weight Limit Permit fee structure of $30 for a seasonal and $20 for a daily permit. MOTION Peterson/Jonely to keep the Weight Limit Permit fee structure of $30 for a seasonal and $20 for a daily permit. Passed, voice vote.
Mr. Steingraber recommended that the committee contract with the Waupaca County Sheriff Department for $10,000 to enforce the Seasonal Weight Limits put on by the Highway Department. MOTION Jonely/Aasen to contract with the Waupaca County Sheriff Department for $10,000 to enforce the Seasonal Weight Limits put on by the Highway Department. Passed, voice vote.
Mr. Steingraber discussed the restructuring of the Highway Department’s Table of Organization. Mr. Steingraber recommended eliminating one (1) Patrol Superintendent position leaving one (1) Patrol Superintendent to oversee all of the field operations. MOTION Peterson/Jonely to restructure the Highway Department’s Table of Organization eliminating one (1) Patrol Superintendent position leaving one (1) Patrol Superintendent to oversee all of the field operations. Passed, voice vote.
